The U.S. Agency for International Development (USAID), acting through
the USAID Mission to Egypt (USAID/Egypt), is seeking proposals from
qualified U.S. firms/joint ventures for a three-year
cost-plus-fixed-fee with a two year option for Technical Support
Primarily to the Ministries of Scientific Research and Supply. This
Request for Proposals (RFP) will be a performance based, results
oriented type contract. This activity seeks to strengthen Egypt's
Intellectual Property Rights (IPR) protection, specifically in the area
of industrial property. The overall objective is to help bring Egypt's
IPR protection in line with GATT standards and create a more positive
environment for investment and domestic innovation. This will require
the services of a long term team of advisers, both expatriate and
Egyptian, to work primarily on issues relating to intellectual property
rights. The team will include approximately two expatriate advisors and
three local long term and a number of short term Egyptian experts
together with support personnel. The contractor will be expected to
carry out a number of tasks at strengthening Egypt's IPR system. The
team will be expected to: 1) work with the Government of Egypt on
IPR-related issues and training; 2) the preparation of guidelines for
the examination of marks and patent design; 3) development and
implementation of plans to modernize Egypt's industrial property
offices, including procurement of commodities to support this
modernization; and 4) provide advice regarding the organization and
management of industrial property offices and the drafting of IPR
legislation. Contractor's personnel will work in the Ministries'
offices in Cairo, Egypt. The Contractor's personnel staff will have
experience and education to support the required deliverables.

under full and open competition. To help identify potential
subcontractors, a list of all organizations requesting a copy of the
RFP will be sent with each RFP document. By providing the list, USAID
does not endorse the listed organizations as being capable of carrying
out the activity, nor does USAID verify the claimed status of the
organizations. Necessarily, the list will contain the names of only
those organizations known prior to the issuance of the RFP document. In
accordance with FAR 52.219-9), subcontracting plans should be included
in proposals submitted . Issuance date of the RFP will be around the
beginning of November. Closing date for receiving proposals will be
forty-five (45) days thereafter. When writing, calling or faxing, be

Responsible sources may submit an offer which will be considered. If a
joint venture seeks proposal, information must be supplied with
respect to all firms in the joint venture. The U.S. Agency for
International Development (USAID) encourages the participation to the
maximum extent possible of small business concerns, small disadvantaged
business concerns and women-owned small business concerns in this
activity as prime contractors or subcontractors in accordance with Part
19 of the Federal Acquisition Regulation. In this respect, it is
anticipated that the prime contractor will make every reasonable effort
to identify and make maximum practicable use of such concerns. All
other evaluation criteria being found equal, the participation of such
concerns may become a determining factor for selection. This CBD
