GALLAGHER, (215)697-9665 Engineering and Technical Services(ETS) in support of the Naval Command, Control and Ocean Surveillance Center(NCCOSC) Research and Development(NRaD) Division Detachment, Philadelphia. The contractor shall provide ETS support for the following aspects of current tasking to NCCOSC NraD: system, hardware, software and data base engineering; test and evaluation; integrated logistics support; installation planning; post-installation support for assignec Command, Control, Communications and Computer Intelligence(C4I) and mission planning systems and equipment. Services shall be peformed at NCCOSC NraD and at other U.S. Government sites as required. The solicitation will be issued on an unrestricted, full and open competitive basis. The procurement will be conducted on a ''Best Value'' basis requiring the submission of cost/price and technical proposals. The technical proposal will be more important as the overall evaluation base than the price proposal and will address the following factors: Technical Approach, Personnel Resources, Management Plan Approach, Corporate Experience and Past Performance. The contract will have a basic period of twelve(12) months with four(4) one-year options. The estimated hours for the basic contract and all four option-years is 66,000 per year for a total level of effort of 330,000 hours. The contemplated contract type is a Cost Plus Fixed Fee contract.
