Jersey 07030-5502 R -- INDEFINITE QUANTITY CONTRACT FOR REAL ESTATE APPRAISAL SERVICES
IN THE STATE OF NEW YORK/JERSEY, VARIOUS COUNTIES Sol 332495-95-A-0306
Due 102395 POC CO - H. Burmeister Indefinite Quantity Contract for
Real Estate Appraisal Services includes but is not limited to,
preparation of professional real estate appraisal services for various
locations in the State of New York, counties of New York, Bronx,
Kings, Queens, Richmond, Nassau, Suffolk, and upstate counties of
Dutchess, Orange, Rockland, Putnam, Ulster, Sullivan, Delaware,
Westchester, Albany, Columbia, Greene, all counties which are located
within the geographic area of the New York Facilities Service Office.
Also, locations within the State of New Jersey, Counties of Essex,
Hudson, Mercer, Monmouth, Ocean, Bergen, Hunterdon, Middlesex, Morris,
Passaic, Somerset, Sussex, Union and Warren. This is an indefinite
quantity contract for a term of one year with two one year renewal
options. Work orders will be negotiated and issued as individual
projects. Total work ordered under the subsequent contract shall not
exceed $200,000 for a twelve-month period nor $50,000 per work order.
The total amount for the three year period shall not exceed $500,000.
Offerors must have a minimum of 5 years real estate appraisal
experience in the geographic areas of this solicitation and hold a
General Certificate and/or License from the State in which the property
to be appraised is located, and be professionally designated by an
appraisal association, institute or society, which is an appraisal
sponsoring organization of the Appraisal Foundation. They must have a
minimum of One Principal Full-time, One Senior Full-time, Two Junior
Full-time personnel. Note: A Technical and Price proposal will be
required. The Scope of Work includes preparation of analytical
narrative appraisal reports which include an estimate of value
developed in accordance with one of the following valuation premises:
Fair Market Value: Transfer Value; Continued Use Value; Special Use
Value; Salvage Value; Scrap Value; Insurable Value; Fair Rental Value;
Valuation of Severance Damage; Valuation of Division of Interests;
Reuse Value; Market Comparable Data; Fair Annual Rental Appraisals of
USPS space in GSA Buildings and GSA space in USPS buildings; Perform
space classification evaluations as per the terms of the USPS/GSA
agreement, which is more fully described in Scope of Work.
Participation of Minority-owned business is a consideration in U. S.
Postal Service selections. Solicitation instructions and conditions and
other contract documents may be examined at the NY Facilities Service
Office, USPS, 2 Hudson Place, Hoboken, NJ 07030-5502. Solicitation
packages will be ready September 25, 1995 and are available at $100.000
per set (non-refundable). Payment for the package may be in the form of
Postal money order, or check made payable to ``Disbursing Officer, US
Postal Service'', and mailed to the above address. The US Postal
Service reserves the right to make multiple awards and reject any or
all offers. If you wish to submit a proposal it should be sent to the
New York Facilities Service Office, at the above address, and must be
postmarked not later than October 23, 1995. All proposal information
received is confidential until award of the contract. Submissions will
