to the Motor Vehicle Safety Regulations (Pages 2572-2575). 6.
Description of content: A recent Department of Transport study of heavy
truck accidents has highlighted loss of load-type accidents as a major
cause of injury, death and property damage on Canadian highways. A
contributing factor in these accidents has been the failure of the
trailer attachment points to which such devices as chains, straps or
wire rope are affixed to secure the load on the toiler. In response to
this problem the Department of Transport proposes to make an amendment
to the Motor Vehicle Safety Regulations that will specify the minimum
strength and number of anchor points fitted to every new trailer
designed to carry cargo which is affixed by means such as chains or
straps with a gross vehicle weight rating of 10.000 KG or more. These
regulations will ensure that trailers be built with anchor points of
sufficient strength and number to restrain the load at all times,
including rollover-type accidents. 7. Objective and rationale:
