912-267-3176 The Federal Law Enforcement Training Center (FLETC),
Glynco, (Brunswick) Georgia intends to enter into a negotiated
procurement with Caswell International, Minneapolis, MN for the
purchase and installation of a replacement Turning Targetry System for
eight existing 12-point, 25 yard long Indoor Firearms Training Ranges.
Ranges are used for pistol and shotgun training at firing distances
varying from 3 to 25 yards. Work shall require removal of the existing
targetry system. The new system shall fit into spaces occupied by
existing track system equipment and range configuration. Due to the
presence of lead in the firing range environment, work requires the
services of a State Certified Lead Abatement Contractor. All lead
abatement work shall be conducted in compliance with 29 CFR 1910.1025
Subpart Z and 29 CFR 1926.62 Subpart D. Must have at least five years
prior experience in the manufacture and installation of
electro-mechanical small arms targetry. The targetry system shall
include: 1) Individual Target Conveying System consisting of an
overhead monorail target tract on which travels a cable operated target
carrier car. Target conveyance system includes target carrier drive
unit electric motor and cable drive system; 2) Target Carrier Cars
consisting of an upper carrier body chassis complete with electric
motor operated bi-directional turning target system, electronic control
module and mechanical components required for target actuation. Lower
carrier body target holder assembly; and, 3) Master and Local Target
Control System to allow full-function target operation from the
rangemaster's station or from individual shooting lanes. Controls to
permit individual or unison target actuation, automatic (programmed)
and manually controlled courses of fire. Master controls to consist of
data input keyboard, microprocessor, system graphic display indicating
system status, target positions, program functions, and diagnostic
self-tests. Controls to permit timed courses, starting, stopping,
pausing, continuing and restarting programmed course and scenarios.
Target stops at 3,7,15, and 25 yard distances. Lcal controls located at
each firing point to permit independent keyboard control of targets in
manual and pre-programmed operation mode. Local controls to have same
functions as master control. Authority 41 U.S.C.253(c)(1). Only one
responsible source and no other supplies or service will satisfy agency
requirements. This notice is not a request for competitive proposals,
however, interested parties may submit written responses to include
technical literature for the system. All information should be provided
within 15 days after publication of this notice. All such responses
will be fully considered by the Government. No telephone responses will

proposed contract based upon responses to this notice is solely within
