NASA/Goddard Space Flight Center intends to issue RFQ5-43591/982, on a sole source basis to Adtech c/o CLC Associates, 966 Hungerford Drive, Rockville, MD 20805, for the purchase of one SX/14 Data Channel Simulator, mainframe and user manual, p/n 140101, SX/14 error targeting option, p/n 140201 and SX/14 sonet OC-3 (155.52mbps) interface module, p/n 140302. At a minimum, the channel simulator must have the capability to introduce 250ms worth of delay into an OC-3 service (155Mbps). In addition, the channel simulator must provide control over the insertion of errors so that both burst and bit errors can be inserted into a data stream in a controlled fashion. Simulator card level must be compatible with the existing Adtech's simulators in the lab. Adtech has been chosen because of these requirements and their card level compatibility with the existing Adtech's simulators in the lab. Different channel types can be simulated simply by swapping among the pool available card types (e.g. OC-3, HSSI, and DS-3). Any other firms desiring consideration must provide a written technical narrative statement of their capability, including detailed technical information and other technical literature, demonstrating their ability to meet the above requirements within 15 days of the publication of this notice to the address above. The response shall be sufficient to permit agency analysis to establish bona fide capability to meet these requirements. ''THIS PROCUREMENT IS CONDUCTED UNDER SIMPLIFIED ACQUISITION PROCEDURES.''
