Contract Specialist, (301) 286-2385/Celeste M. Dalton, Contracting
Officer. This specific make and model requirement is for the Contractor
to custom design and engineer a retrofit for the upgrade of a DeVlieg
5K-144 horizontal jig mill (S/N 10165) utilizing a computer numerical
control (CNC) unit manufactured by General Electric that will replace
an existing GE unit. For this complete retrofit project, the Contractor
shall (1) remove and dispose of the old obsolete GE/Fanuc CNC control
unit, axis drive electronics, and axis drive motors, (2) design and
engineer a system designed around the commercially available GE/Fanuc
series 15 CNC control unit that is compatible with existing DeVlieg
machine structure and remaining electrical components, systems, and
subsystems, (3) install the new retrofit package on the
government-owned DeVlieg 5K-144 horizontal jig mill, (4) perform
various disassembly, modification, and installation of components
necessary to bring the machine on line, and (5) test, debug, and verify
machine operation. The new GE/Fanuc 15-M series CNC control unit shall
have the following features: four axis servo drives and axis motors on
the x, y, z, and w-axes; heidenhain linear scale measuring devices on
the x and y-axes; rotary encoder measuring devices on the z, and
w-axes; and capability of operating continuously in a temperature
controlled environment varying from 65 to 85 degrees Fahrenheit and
humidity range from 20 to 80 percent relative humidity, noncondensing.
Additional specifications are contained in the RFO and the due date
for offers will be established upon release of this solicitation. Due
to the nature of this equipment, it is imperative that the controller
be compatible with the existing component and that it is familiar to
the user to keep it as reliable and safe as possible and to ensure
quick and easy repairs by the Government; thereby preventing critical
delays in flight projects. This specific make and model requirement is
in accordance with FAR 6.302-1(b)(4) and authority of 10 U.S.C.
2304(c)(1). This procurement is being conducted under the NASA/GSFC
Midrange Pilot Test Program. All responsible sources may submit an
