Major Schreck, AFOSR/NM, (202) 767-7902 The Air Force Office of Scientific Research (AFOSR) is inviting white papers from universities for a fiscal year 1996 competition under the Partnerships for Research Excellence and Transition (PRET) Program. Instituted in FY95 by the Director of AFOSR, the PRET Program seeks to encourage and support mutually beneficial research interactions between university and industry partners. These collaborations are fostered by funding quality research at universities and by exchanging scientific manpower between academia and industry. The anticipated benefits of the PRET Program include strengthened university-industry cooperation, accelerated transition of research results to industry, broadened university defense research base and enhanced US competitiveness in dual use technology areas. Only universities are invited to submit. Funds will be awarded through AFOSR. It is anticipated that this program will extend over a period of five (5) years beginning in FY 96. The funding amount anticipated for FY 96 is approximately $500,000. Area of interest is PRET for Improved Sensitivity Analysis and Design of Aerospace Systems. It is highly recommended that potential proposers contact the technical point of contact to explore mutual interests as they develop their white papers. Details of this area of interest can be found in the brochure entitled ''Air Force Program In Partnerships for Research Excellence and Transition (PRET), BAA No. AFOSR 95-6'' (hereafter referred to as the brochure). White paper evaluation and selection criteria will be a) The scientific and technical merits of the proposed research; b) The potential contributions of the proposed research to the mission of the Air Force; c) The proposed interface between university and industry for the purpose of transitioning research results; d) The qualifications, capabilities, experience, and past research accomplishments of the proposed Principal Investigator, team leader and key personnel who are critical to achieving the objectives of the proposal; e) The potential to contribute to the eduation of future scientists and engineers; f) Realism and reasonableness of cost. White papers must be received by AFOSR not later than 3:00 PM EDT on 19 October 1995. White papers will undergo a technical evaluation described in the brochure. White papers received after this time and date will be late and will not be considered. Full proposals will be invited based upon the outcome of the white paper evaluations. Detailed information regarding the preparation and submission of proposals including technical and financial content can be found in the brochure. Proposers are cautioned to follow the guidelines in the brochure since any deviation from those guideline may render the proposal ineligible. Proposals are sought for research efforts of approximately $500,000 per year with the potential for five year funding. No further support should be expected.
