GP22/Teresa A. Foley NASA/MSFC plans to issue a Request for Quotation
(RFQ) -- NASA/MSFC intends to purchase from Inframetrics Inc. the
following items: (1) D*STAR Real Time Digital Storage and Retrieval
Unit for the Inframetrics Model 760 IR Camera -- The system must attach
to a Inframetrics 760 Imaging Radiometer for the purpose of recording,
archiving, playback, and analysis of digital infrared image sequences
-- Specific requirements include: System must record up to 20 minutes
of digital output at 60 frames/second; save any frame or series of
frames in the Inframetrics 760 compatible TIFF format; extract and save
a section of recording in D*STAR format; allow playback at selectable
frames per second down to 1 frame per second -- System must understand
Inframetrics machine state variables in order to analyze the image
correctly -- Operating temperature range +5 deg C to +45 deg C --
Relative Humidity range: 5% to 95% -- (2) Digital Cable 100 feet
(07788-001) -- This procurement is being conducted under the Simplified
Acquisition Threshold (SAT) portion of the Federal Acquisition
Streamlining Act (FASA) -- Note: This procurement is sole- source based
on system compatability requirements and proprietary specifications --
Interested firms have 15 days from the publication date of this
synopsis to submit in writing their qualifications/capabilities in the
critical areas mentioned above -- Such qualifications/capabilities
will be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis -- Responses received
after the 15 days or without the required information will be
considered nonresponsive to the synopsis and will not be considered --
A determination by the Government not to compete this proposed
contract, on a full and open competitive basis, based upon responses to
this notice, is solely within the discretion of the Government -- See
Numbered Note 22 -- Oral communications are not acceptable in response
to this notice -- Responses must be submitted in writing --
