Division, Naval Surface Warfare Center (CDNSWC) intends to award a sole
source contract to Boeing Information & Support Services of Seattle, WA
to procure naval architectural services in the field of Machinery/Ship
integration including software development and tailoring, algoritm
development, training, data bank expansion and user documentation. The
integration of Advanced Naval Machinery Systems into the Ship Design
Process must be simulated using the DT-NURBS subroutine library that
utilizes n-dimensional mathematical NURBS representations, which
includes both the range and domain variables. Boeing Information &
Support Services is the sole pioneer in this multi-dimensionsal
capability. Specific technical expertise is required in the areas of
Naval Combatant Ship Design, Ship Structures and Hydrodynamics,
Advanced Naval Machinery Concepts and Algorithmic representation of
machinery Components within a Ship. The computer programming expertise
includes ANSI Fortran 77, Program Structure and Architecture of the
Navy's Advanced Surface Ship Evaluation Tool (ASSET), Digital Command
Language and UNIX. Software developed must be compatible with CDNSWC'S
DIGITAL VAX/VMS Backup Format. It is anticipated that the contract
shall be a three-year, Indefinite Delivery/Indefinite Quantity,
Cost-Plus-Fixed-Fee contract, obtained on a sole source basis by the
authority of 10 U.S.C. 2304(c)(1), based on only one responsible
source. Note 22 applies to the extent that the Government intends to
solicit and negotiate with only one source under authority of FAR
