intends to negotiate a sole source contract for the design,
development, manufacture and delivery of Intermediate Level (I-Level)
TPSs for the FADEC Units Under Test (UUTs) to be used on the F/A-18
E/F. The TPSs will be supported on CASS and will fault isolate/detect
and validate repair actions on the FADEC WRA and SRAs. This requirement
is for supplies for which the US Navy does not own specifications or
drawings to permit full and open competition. The US Navy intends to
procure from Lockheed Martin, Orlando, Florida, under the authority of
10 U.S.C. 2304(c)(1), implemented by FAR 6.302-1 and under an approved
Justification and Approval (J&A). Items covered by this procurement
include: five (5) sets of production I-Level TPSs, one (1) set of First
Article Test (FAT), development tests, technical documentation and
on-site verification for the WRA and SRAs and related data. Also,
included is an option for twenty six (26) additional sets of I-Level
WRA and SRA TPSs. The contract will contain provisioned line items for
subsequent ordering of engineering and technical services and elective
digital automatic test program generator software/hardware, training
program, training material and related data and documentation. Issuance
of the solicitation is projected for 30 Oct 1995 or sooner, with a
closing date approximately 45 days thereafter. Delivery date for FAT
sets is approximately 30 months ADOC. Production sets are 2-3 months
after FAT acceptance. Option sets of production WRA and SRA TPSs will
be exercised approximately 12 months ADOC. A proposal conference is not
planned. The US Navy is anticipating a Firm Fixed Price type contract.
