Development System Office (ASC/LN) intends to issue Request for
Proposal (RFP) No. F33657-94-R-0077 Joint Service Electronic Combat
(EC) Systems Tester (JSECST), on or about 01 Oct 1995. The JSECST RFP
will be for the Engineering and Manufacturing Development for an
end-to-end EC flight line tester. The JSECST will be used to verify EC
systems Go/No-Go status and provide malfunction diagnostics at time of
test. See 5 May 95 Sources Sought CBD announcement for a complete
program description. Interested firms not currently on the sources list
may request a copy of the RFP by writing to the above address or by
facsimile machine via FAX number (513) 255 8218. The RFP will be
released electronically via the electronic bulletin board, PIXS. No
telephone requests will be accepted. This solicitation is NOT OPEN TO
FOREIGN PARTICIPANTS AS A PRIME. Foreign-owned U.S. companies are not
considered foreign companies. Release of classified technical data to
foreign-owned U.S. companies and their receipt of any classified
information is dependent on the type of facility security clearance
under which the company is operating. The JSECST Technical Library will
remain open through contract award. Rules and procedures for potential
offeror use of the library have been established and can be obtained
by contacting the program office. An Ombudsman has been established for
this acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
