Contract Specialist at 907/271-3700. AIRCRAFT REPLACEMENT FOR PA-18
SUPERCUB. The Department of the Interior is considering replacing its
fleet of eighteen PA-18 ``Super Cub'' aircraft used in support of the
National Park Service and the U.S. Fish and Wildlife in Alaska. The
replacement aircraft will have the following salient characteristics:
1. 14 CFR Part 23 Certification with Standard Airworthiness
Certificate: 2. Minimum two place aircraft, capable of take-offs and
landings from various off-airport areas of FAA approved wheels and/or
skis, floats and/or amphibious floats (airplane entries must be high
wing and have conventional landing gear); 3. Capable of operating in an
arctic environment and saltwater environment; 4. Look-down capabilities
using minimal head movement for ground observation while viewing as
close to ``directly beneath the aircraft'' as possible in straight and
level flight, from both front and rear seats for two place tandem
aircraft OR from any seat in two or more place seating aircraft with a
pilot in a front seat and observer in one of the rear seats; 5.
Minimum of 900 pounds of useful load (land configuration), with basic
FAR Part 91.205(c) equipment plus gyroscopic rate-of-turn indicator;
slip-skid indicator; a clock displaying hours, minutes and seconds with
a sweep-second pointer or digital presentation; electric landing light;
VHF 720 radio; Trimble (TNL-2000 Navigator) GPS and an ADF receiver and
indicator installed; 6. STOL characteristics, take off/land no
obstacles, sea level standard day 500 feet or less at gross weight; 7.
4.5 hours endurance at 70-75% cruise power (no reserve); 8. Stall
speed at gross weight in the landing configuration, sea level, standard
day of 48 knots (approximately 55 MPH) indicated airspeed. A
replacement program is underway to find the best possible alternative
to the PA-18. The program will consist of an evaluation of commercial
production aircraft against the salient characteristics. One or more
aircraft may be selected for a 60-90 day lease period to conduct field
evaluation. Field evaluation is expected to begin in April, 1996. This
evaluation process may result in the recommendation of a suitable
aircraft as a replacement for the PA-18, and the subsequent negotiation
with one or more offerors to supply replacement aircraft over a period
of five years. Purchase of these aircraft is subject to the
availability of funds and procurement authority for fleet replacement.
