to issue an order against Basic Ordering Agreement (BOA)
N00019-92-G-0110 with Lockheed Martin Corporation (LMC) for
non-recurring engineering and completion of qualification test articles
necessary to integrate the Low Altitude Navigation and Targeting
Infrared for Night (LANTIRN) targeting system on the F-14 aircraft. The
LANTIRN Forward Looking Infrared Receiver/Laser Designator (FLIR/LD)
Pod, manufactured by LMC, is the only system that will meet the
required operational capability dates for a non-developmental item
(NDI) FLIR/LD system as set forth in the F-14 Precision Strike
Operational Requirements Document (ORD). LMC, as the designer,
developer and producer of the LANTIRN, is the only firm that possesses
the technical expertise, engineering data and detailed knowledge
required to manufacture, modify and integrate the LANTIRN on the F-14
