INFORMATION. As part of a risk reduction plan for the next generation
MILSATCOM architecture, the MILSATCOM Joint Program Office plans to
award contracts for Engineering Model (EM) development for the digital
processing architecture of an advanced EHF communications system
payload. The goal of this contract is to develop and demonstrate a
space qualifiable digital processing architecture engineering model
capable of satisfying next generation EHF communications requirements
while reducing processing architecture weight and life cycle cost. We
view the following features of this architecture to be necessary to
meet these goals; (a) the digital architecture must be able to
accommodate technology insertion over its life cycle with minimum
breakage of the design, (b) the architecture must have design margin
above known and emerging communications requirements, (c) the
architecture must implement redundancy at the appropriate levels to
meet the projected availability and reliability over the mission life,
(d) the architecture must have flexibility for growth in future
communications requirements. The scope of this contract is the
development of an Engineering Model capable of performing the Advanced
EHF processing functions, including cross-link processing as well as
prototype software development to a level sufficient for functional
testing. Input is requested from industry regarding the following: (a)
a cost and schedule estimate for providing an Engineering Model with
the above capability, (b) prioritization of the Engineering Model tasks
in order of potential risk reduction with associated cost for each
task, (c) the added cost, risk, and complexity required to include a
packet switched capability in addition to the standard Milstar II
circuit switched capability, (d) concepts addressing the inclusion of
data rates higher than Milstar II. An EHF Digital Processing Subsystem
Engineering Model RFI conference will be held on 27Sep95 at The
Aerospace Corporation, 200 North Aviation Blvd., El Segundo CA,
Building D-8, starting at 8:30 AM. The scope of this UNCLASSIFIED
conference will include a government presentation and open discussions.

that only contracting officers are legally authorized to commit the
Government. This request is for information and planning purposes only,
not a request for proposal, and does not commit the Government to pay
for preparation costs. Respondents are advised that no contract will be
awarded solely on the basis of a response hereto or any follow-up
information subsequently submitted. This information will be used to
develop an acquisition plan for the EHF Digital Processing Architecture
