new Flint Job Corps Center, RFPs for the initial operation of the Flint
Job Corps Center, 2400 North Saginaw, Flint, Michigan 48505, will be
available approximately September 28, 1995, for issue in response to
written requests. It is anticipated that the resultant contract will
cover the period August 1, 1996 through July 31, 1998 plus three
Governmental unilateral options of one year each. The contract will
provide a four month period for the successful offeror to prepare the
center for students who will be scheduled to arrive approximately
December 1, 1996. The approximate average center capacity will be 330
students (132 residential males and 162 residential females, 10
non-residential males and 26 non-residential females). Presently, it is
envisioned that the center will have a separate single parent dormitory
for 32 single parents, included above, and a child development center
with a capacity for 60 children. Due to financial constraints, final
approval for the single parent dormitory and child development center
is pending. Job Corps is a residential training program for
economically disadvantaged youth, between the ages of 16-24. The
contractor shall provide academic and vocational training; operate a
counseling and residential living program and provide overall center
management including staff training, financial management, procurement
and property management, facility operations and security. All
activities will be in compliance with applicable DOL/ Job Corps
regulations, policies and handbooks. A Pre-proposal Conference will be
convened promptly at 8:30 A.M. local time on Friday, October 13, 1995
at the North Cafeteria - 1st Floor, Prahl College Center Building,
Mott Community College, 1401 E. Court Street, Flint, Michigan. After
opening remarks, the Mass Transit Authority will transport attendees to
the site of the new center. The afternoon session will provide an
opportunity for attendees to meet community service and education
providers and potential vendors. Requests for this solicitation should
include two (2) self-addressed mailing labels. Proposals in response
to this RFP will be due no later than 12:00 PM, local time, on Monday,
December 4, 1995 at the Office of Job Corps, 6th floor, 230 S.
Dearborn, Chicago, Illinois 60604. All responsible sources may submit
