PROFESSIONAL REVIEW AND SUPPORT FOR CIVIL WORKS GUIDANCE UPDATE PROGRAM
(CWGUP) POC Tommy James 601/634-3171 The USAE Waterways Experiment
Station proposes to award a contract to the Civil Engineering Research
Foundation (CERF), Washington, D.C., a non-profit institution, under
authority of 10 U.S.C. 2304(c)(1) and FAR 6.302(a)(2)(ii) in support of
their efforts to incorporate the use of Green Building concepts and
technology into guidance documents. This is a notice of intent to
solicit and negotiate on a sole source basis, a contract with the Civil
Engineering Research Foundation (CERF), an affiliate of the American
Society of Civil Engineers (ASCE), Washington, D.C., for the proposed
procurement. The procurement requires the assistance of an independent,
impartial civil engineering research organization, with potential for
assessing volunteer experts, to work with the Corps in performing the
following tasks: (1) specify an appropriate process for identifying
green building concepts and technologies, evaluating and prioritizing
them, and then incorporating them in the design guidance and
construction specifications, (2) identify guidelines for evaluating the
applicability of green building concepts to the USACE including factors
such as cost effectiveness, durability, environmental and energy
impact, and construct- ability, (3) outline a program to identify
applied research needed to implement additional concepts to the Corps
mission, (4) outline the design of a verification process for the
incorporation of new technologies into both inside and outside the
Government, to leverage USACE funding, (6) plan development utilizing
CERF's existing knowledge and experience covering USACE programs, the
design and construction industry, and green building concepts, as well
as by utilizing CERF's ability to identify key experts in the field,
(7) development of a draft process for incorporation of green building
concepts and technology, and (8) involvement of the network of private
sector and academic experts available to CERF in identifying green
