SOUGHT Contact - Don Castle (513) 648-7020. Fernald Environmental
Restoration Management Corporation (FERMCO), Contractor for the DOE's
Fernald Environmental Management Project (FEMP), seeks QUALIFIED
SOURCE(s) to provide licensed low-level radioactive waste disposal
services for the disposal of approximately 665,000 tons (16.6 million
cubic feet) of pit material generated by the remediation of Fernald
Operable Unit 1 (OU1). A CERCLA Record of Decision for OU1 was signed
in March, 1995 and calls for the excavation, treatment by thermal
drying and disposal off site of the waste materials contained in the
pits. It is anticipated that the material will be shipped for disposal
over a seven year period beginning in 1998. The maximum anticipated
monthly and annual disposal volumes are 19,800 and 168,000 tons
(495,000 cuft and 4,200,000 cuft) respectively. OU1 material includes
raffinate waste from the refining of uranium ores and concentrates,
magnesium fluoride sludges, flyash, miscellaneous debris and soil and
soil-like materials. The principal radiological contaminants present
are uranium and thorium. Technetium-99, which derived from the
processing of recyclable, spent fuel materials at Fernald is present in
trace amounts. The waste meets the Department of Transportation (DOT)
definition of low specific activity waste as defined in 49 CFR
173.403(n). Except for a small fraction of the waste, which is expected
to be mixed waste having hazardous characteristics per RCRA (40 CFR
261, Subpart C), material tendered under this procurement would not be
regulated under RCRA. It is anticipated that OU1 waste material will
leave the site by rail utilizing either gondola cars or containers on
flatcars (COFC). The shipping package (i.e., railcar or roll-off
container etc) will meet DOT regulations (40CFR 173.441) requiring that
the radiation level does not exceed 200 mrem/hour at any point on the
external surface of the package. Only interested, qualified sources
should respond to this announcement with the following information: (A)
Facility License: i) Provide a copy of the site license indicating the
specific radioactive materials that can be accepted for disposal.
Identify acceptable radionuclide activity limits and the
technical/analytical methods deemed acceptable in measuring these
activity limits. ii) Identify financial assurance requirements (under
licenses) to handle nuclear and hazardous materials. iii) Describe the
ability of the site to accept DOE waste material. Specifically, are
there any LLRW compact restrictions that would affect receipt of DOE
waste material? iv) Is the facility in compliance with the CERCLA
off-site policy? v) Does the site hold contracts with DOE, DOE
contractors or other federal agencies? If yes, identify dollar limits,
the period of performance and provide an estimate of the waste
material expected to be disposed under the respective contracts. vi)
What is the current (1995) and projected physical and licensed
volumetric capacity of the site? vii) Given what is currently known
about the quantities of waste materials that are likely to arrive at
the site from sources other than Fernald, discuss the ability of the
site to accommodate up to 665,000 tons (16.6 million cuft) of waste
from Fernald over a seven year period starting in 1998? viii) Define
any additional Waste Acceptance Criteria (moisture content, chemicals
in addition to radiological constituents, RCRA limitations, other
physical limitations etc) which would affect the ability of the waste
site to accept materials for disposal, B) Accessibility of the Disposal
Site: i) Describe the accessibility of the site by train, truck or some
combination of intermodal conveyance. ii) Provide a map of the site
showing the access points and the site's location in sufficient detail
to assess proximity to major rail lines and highways. iii) Indicate
the site's capability to receive and unload material shipped by rail.
(Rail service directly to the disposal site is not a requirement of
this procurement but, the cost, logistics and risk associated with the
unavailability of rail unloading facilities at the disposal site will
be taken into account in the final selection process for the disposal
site.) (C) Disposal Charges and Rates: i) Provide a description of the
basis upon which disposal charges are assessed? For example, are they
assessed based on as received mass or volume, on waste type or level of
radioactivity? (D) Treatment Capabilities: i) What are the disposal
site treatment capabilities? This includes such capabilities as size
reduction (as in the case of debris), treatment for immobilization of
contaminants, treatment for the removal of RCRA characteristics and any
other information describing the treatment capabilities of the site.
(Note that the procurement covers only low-level waste. In the event
that some of the pit material is determined to be mixed waste, any
on-site treatment capabilities that may exist to treat this material to
comply with RCRA Land Disposal Requirements (LDR) are of interest). (E)
Site Operations i) Describe the onsite health and safety program and
provide information about the site safety record from inception of
operations to the present. ii) Provide an estimate of the maximum,
average and minimum daily and weekly waste handling capability (in
cuft). Are there any seasonal influences on the ability of the site to
accept waste materials for disposal? iii) When (date) did the site
start operation and for what duration is operation onsite expected with
or without the potential disposal of OU1 wsate at the site? iv)
Identify any disposal requirements for packaging and/or containers. Are
bulk shipments acceptable for disposal? (F) Waste Site Ownership i)
State the disposal site ownership. To whom and when (if ever) will the
disposal site be transferred? ii) Provide financial data available for
the company. If a public company, provide most recent annual report and
10-K. If a private company, provide approximate annual revenue and
company net worth. iii)_ Whether public or private, provide information
on any accumulated escrow funds that are being made available for
post-closure site monitoring. Based upon expressions of interest
indicated and capabilities presented, FERMCO intends to issue a Request
for Proposal to qualified vendors. A qualified vendor is one whose
response to this request for an expression of interest demonstrates
that acceptance of the OU1 waste by the facility will be in accordance
with the facility's license, applicable waste acceptance criteria and
state and federal requirements. This will be a negotiated procurement
with vendor selection based upon the best interests of the government.
FERMCO may negotiate with more than one qualified vendor. Expressions
of interest with required information must submitted in writing to
