The Draft Request For Proposal (DRFP) for the Network Operations Upgrade Contract (NOUC) is now available. Its objective is to serve as a communication tool to obtain feedback from industry. Your comments (including questions, suggestions, challenges and general remarks) on the DRFP are requested. Comments are due at the above address by 3:00pm local time, 6 Oct 95. The DRFP is published via an electronic bulletin board system (BBS). Updates to DRFP documents may be posted on the BBS every two weeks. DRFP files are in MicrosoftR Office format (Word, Excel, Powerpoint, and Access). The numbers for this BBS are (310) 363-6612 (9600 baud), (310) 363-6613 (9600 baud), or (310) 363-1004 (2400 baud). You must have a password, issued by the contracting office (SMC/PK), to gain access to this BBS. There will be an industry briefing on 20 Sept 95 from 0900-1100 in Bldg. A1, room 1062 of The Aerospace Corporation, 2350 E. El Segundo Blvd., El Segundo, CA, 90245 (on the SW corner of El Segundo Blvd. and Aviation Blvd.). Seating is limited to four people per company. The Space and Missile Systems Center Satellite and Launch Control Program Office (SMC/CW) has a requirement for engineering services to develop, integrate, and sustain upgrades to the Air Force Satellite ontrol Network (AFSCN). At industry briefings on 6 Dec 94 and 21 Mar 95, SMC/CW announced that its acquisition strategy for upgrading and improving the AFSCN will involve five separate contracts. This synopsis is only for the Network Operations Upgrade Contract, which will develop upgrades to AFSCN command and control systems. NOUC development will include the Resource Management Segment (RMS) and Standard Satellite Control Segment (SSCS). The RMS will provide a scheduling, control, and statusing capability for communications and antenna resources. The SSCS will integrate a non-developmental Telemetry, Tracking, and Commanding system into the AFSCN. NOUC efforts will also include software sustainment, on-site support, and directed engineering analyses. The period of performance extends from award to Sep 01. The contract type is primarily cost plus award fee. An organizational conflict of interest provision will preclude the award of the NOUC and Network Integration Contract to the same company (See DRFP Section H). Companies or parent companies bidding on the NOUC must be American owned. Contract security requirements are provided in DRFP Annex 7. This synopsis is for information and planning purposes only, it does not constitute a RFP. The final RFP is anticipated for release in Nov 95 with receipt of proposal within 45 days. A Commerce Business Daily announcement will be issued announcing final RFP release.
