provide the following: Part A includes the furnishing of all labor,
material, and equipment to dredge and dispose of dredged material,
construct rock dikes, demolish a concrete roadway, relocate a boat
cover, relocate fences, construct a new 4170 volt transformer, and
incidental related work: Part B includes the furnishing of all labor,
material, and equipment to construct an aircraft carrier wharf,
consisting of concrete structure, civil and mechanical services,
electrical services, fendering, and appurtenances; a boathouse
building, consisting of a two-story steel frame, stud and stucco walls,
mechanical and electrical systems, and various architectural finishes;
special construction features, consisting of the south rock dike and
fill, floating docks, soils densification by vibro-replacement, portal
crane trackage, small boat maintenance yard, oil spill containment
boom storage, and pile foundations; electrical utilities, consisting of
69 KV power distribution, 69 KV/12 KV substation, 12 KV/4.16 KV
substations, site lighting, fire alarm, and telephone; civil and
mechanical utilities, consisting of potable water, steam and
condensate, sanitary sewer, oily waste, lift stations, diesel fuel
marine, JP5 aviation fuel, and compressed air; site improvements,
consisting of storm drain system, aggregate base, and asphalt concrete
paving; and incidental related work: Part C includes the furnishing of
all labor, material, and equipment to dredge material at Naval
Amphibious Base, Coronado, dispose of the dredged material in the
reclamation area at Naval Air Station North Island, and incidental
related work: Base Bid Item 0001 shall be the entire work for Part A,
complete in accordance with the drawings and specifications: Additive
Bid Item 0001AA shall be the furnishing of all labor, material, and
equipment for additional dredging and disposal of material from the
turning basin, complete in accordance with the drawigs and
specifications: Base Bid Item 0002 shall be the entire work for Part B,
except the boathouse building and boom storage building, complete in
accordance with the drawings and specifications: Additive Bid Item
0002AA shall be the furnishing of all labor, material, and equipment to
construct a boathouse building and supporting facilities therefore,
demolition of existing boathouse facilities, Northwest area paving, and
a boom storage building, complete in accordance with the drawings and
specifications: Additive Bid Item 0002AB shall be the furnishing of all
labor, material, and equipment to construct a 480 V ship power system,
resilient foam filled marine fenders and additional reinforced
concrete fender piling therefore, and a precast concrete wave
attenuation wall and additional reinforced concrete piling therefore,
complete in accordance with the drawings and specifications: Additive
Bid Item 0002AC shall be the furnishing of all labor, material, and
equipment to construct a steel picket fence in place of a chain link
fence, six spare circuit breakers installed for future expansion, and
one spare circuit breaker in a crate, complete in accordance with the
drawings and specifications: Option Bid Item 0003 shall be the entire
work for Part C, complete in accordance with the drawings and
specifications.--The contract is to be awarded to the responsible
offeror who submits the proposal considered most advantageous to the
Government considering ''Price'' and ''Technical'' evaluation factors.
The following evaluation criteria has been established: Factor 1
(Price) and Factor 2 (Technical) which are weighted approximately
equal. Within the ''Technical'' factor, the following subfactors are
listed in order of importance: Subfactor ''A'' Construction Execution
Plan, Subfactor ''B'' Corporate Experience, Subfactor ''C'' Corporate
Resources, Subfactor ''D'' Subcontracting Effort.--A pre-proposal
conference has been scheduled for November, 01, 1995 at 1:00, local
time, at the Naval Facilities Engineering Command, Southwest Division,
1220 Pacific Highway, Building 127 (Blue Room), San Diego, California.

over $10,000,000.--Firm Fixed Price Contract.--Contract duration is
approximately 728 calendar days.-This proposed contract will be
unrestricted.--The Standard Industrial Code is 1629 and the annual size
standard is $17 million.--It is recommended the subcontracting plan
goals reflect a minimum goal of 5% for Small Disadvantaged Business
Subcontracting efforts.--Potential bidders should request in writing
stating RFP number N68711-93-R-1424, with complete name, address, area
code and phone number and whether bidding as a
