SYNOPSIS NO. 010 - Nonpersonal Services, Item 0001, Snow Removal, Rome Laboratory, at Griffiss AFB NY, to provide all labor, material, and equipment necessary to remove snow, haul snow, and/or sand road network, walks, parking areas, fire hydrants, and around buildings as required to eliminate hazardous driving and walking conditions during the winter season. In addition, all building entrances shall be kept clear of snow. Performance period is from 1 Nov 95 to 30 Apr 96 with four option years. Request for proposal package, including statement of work and drawings, will be issued on or about 22 Sep 95. Closing date for receipt of proposal is on or about 15 Oct 95. The Government's obligation under this proposal is contingent upon the availability of funds. The proposed contract is 100% set aside for small business concerns. All responses from responsible small business sources will be fully considered. Evidence submitted should clearly demonstrate vendor's ability to perform work required. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be ''significant concerns'' and should be communicated directly to the Contracting Officer, E. J. Rena, Ph: 315-330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel.
