The U.S. Postal Service intends to negotiate non-competitively with Racal Datacom for Data Communmication Equipment (DCE). The Postal Service operates and manages the Postal Routed Netwrok (PRN), a geographically dispersed and complex telecommunications network. The PRN consists of a broad spectrump of circuit configurations. The network includes over five thousand DCE devices. The DCE hardware includes line drivers, analog modems ranging in speed from 9.6 Kbps to 19.2 Kbps, statistical and time division multiplexers, modem sharing devices, data service units (DSUs), channel service units (CSUs), true CSU/DSUs, and high speed dial-up modems. These devices are all remotely managed from the National Network Service Center located in Raleigh, NC, using Racal Datacom's Modem Management System. It is imperative that the continuity and integrity of the PRN be maintained. Therefore, any vendor who may wish to participate in this acquisition must consider the very substantive conversion costs involved in provisioning the network with DCE equipment provided by a manufacturer other than Racla Datacom.
