734-9297. This is a sources sought market survey and request for
industry comment. The United States Air Force, through the Headquarters
Air Mobility Command, Directorate of Communications, Scott AFB,
Illinois is examining the feasibility of contracting, on an individual
or regional basis, the telephone switchboard operator functions at the
following locations: Andrews AFB MD, Dover AFB DE, McGuire AFB NJ,
Charleston AFB SC, Scott AFB IL, McConnell AFB KS, Grand Forks AFB ND,
McChord AFB WA, Fairchild AFB WA, and Travis AFB CA. The operation of
the switchboard includes tasks such as connecting non Direct in Dial
(DID) numbers and routing of incoming calls to appropriate offices on
an installation, setting up and managing special conferences,
performing directory assistance, routing request for DSN priority and
overseas calls to appropriate gateways, Offnetting official and morale
calls to the local area, processing commercial long distance calls,
interfacing with base paging systems, extending emergency calls to the
appropriate agency, maintaining master station logs of significant
events, maintaining key locators showing locations of key base
personnel, providing connectivity to STRATCOM for command and control
conferences such as emergency action message (EAM), monitoring and
operating the commander's radio net that interfaces the mobile net and
the telephone system. The operation of the switchboard function is
required on a 24 hour/day, 7 day/week basis. We encourage and request
that interested vendors submit a response describing their capabilities
and experience and any concepts or strategy for fulfilling these type
of requirements. Comments should be submitted not later than 13 Oct 95
for consideration. The US Air Force will not assume responsibility for
any expense generated as a result of participation in this survey. A
Request for Proposal (RFP) or formal solicitation may be pursued,
dependent upon the responses received as a result of this synopsis.
This market survey is for information and planning purposes only to
determine the level of industry capabilities and to identify potential
sources. Vendor omments are requested on the feasibility of
contracting the services on an individual or regional basis, comments
should include recommended type and length of contract etc. Responding
vendors should indicate whether the firm is a large,
small-disadvantage, and/or a woman-owned business. Submit survey

concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
