This is a notice of intent for the Naval Air Warfare Center Aircraft Division, St. Inigoes, MD to obtain with Hewlett Packard Brand Name Mandatory Equipment on an other than full and open competitive basis for the purchase of one (1) High Frequency RF Design and Simulation Computer Aided Design (CAD)/Computer Aided Engineering (CAE) software. This software will be used for full life cycle support of air traffic control and target identification systems. The capabilities of this software is to block level steady-state radar, communication, and electronic defense system simulation. The software platform consist of: Either Sun Sparc Station 20 runing Solaris l.l.l or 486/Pentium PC running DOS 5.0 or MS windows 3.1. A minimum requirement of 12 months of software support to include unlimited phone consultations and free upgrade period. Software training for a minimum of three (3) attendees to be trained fully on software including installation and use either at the place of manufacture (or equivalent) or at the purchaser's facility. The most critical aspect of this requirement is the manufacture's library data base. The software components have associated characteristics in the data base that allow for real-world design modeling and simulation. The software data base is composed of over 30,000 manufacture's components used in high frequency radio frequency (RF) design. The result is a CAD design that when built, there is a significant reduction in discrepancies between the actual design and simulated design. Delivery requirement is 45 days after contract award. A request for quotation will be issued and it is anticipated that a firm fixed price purchase order will be negotiated.
