perform a Full and Open Competition to award a contract for Contractor
Logistic Support (CLS) of F-15 Training Devices. This workload
includes both Aircrew Training Devices (ATDs) and Maintenance Training
Devices (MTDs). Both devices are full CLS, including Trainer System
Support Center (TSSC) functions, and on-call Contractor Support (CS) &
CLS. TSSC functions include configuration management of training
device baselines, technical and engineering data updates, hardware and
software support. tasks. TSSC engineering efforts are projected to
exceed maintenance efforts in resource expenditure. Existing TSSC
facilities and equipment will be provided by the Air Force. A
Pre-Proposal conference will be held on approximately 4 October 1995 at
Hill AFB, Utah for face-to-face discussions between interested
potential offerors and the government. The requirement will be
fulfilled using streamlined source selection procedures where all
aspects of technical ability and cost will be considered. Streamlined
Source Selection procedures, as described in AFFARS Appendix BB and
AFMC FARS Appendix BB will be used. The approximate issue/response date
will be 19 Sep 95. No telephone requests. Only written or faxed
requests received directly from the requestor are acceptable. All
responsible sources may submit a bid, proposal, or quotation which
shall be considered. Don't request information on this requirement
until after the issue date. Requests for copies of solicitations must
reference the entire solicitation number, including purchasing office
identification number. To expedite your request, limit the number of
individual solicitation numbers requested per letter to not more than
10. An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor, concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman wil maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
