The Fleet Industrial Supply Center/Norfolk Detachment Washington D.C. has a requirement for Bureau of Naval Personnel, Arlington, VA to support the Navy's Total Force Personnel Management Program. The scope of the effort shall include but is not limited to requirements and system analysis, system design, database anlaysis and design, computer programming, migration, systems conversion, system trouble shooting, systems interfaces and maintenance, training, data entry, and data quality control. Performance will be at the Bureau of Naval Personnel in Arlington, VA and will be approximately 50500 manhours a year. The resulting contract will be a cost plus fixed fee contract. The contract will be for one base year and four one year options including the option at FAR 52.217-8. Proposals will be evaluated based upon best value source selection, including past performance. A technical proposal will be required. A preproposal conference will be held approximately three weeks after release of the solicitation, see solicitation for the exact date.
