Specialist, 301- 443-0759 The proposed contract is 100% set aside for
small business concerns. The SIC Code is 8742 and the size standard is
$5 million. The Center for Substance Abuse Treatment (CSAT) is
requesting proposals to deliver technical assistance to Federal
grantees providing alcohol and drug treatment services to critical
population groups, women and their children, rural and migrant workers,
residents of public housing, racial/ethnic and minority populations,
and adolescents. The technical assistance to be delivered under this
approximately 13-month long contract (plus a 10-day optional transition
period) will be: 1) to deliver programmatic technical assistance to
grantees/subgrantees, 2) to develop a plan for and assist in the
dissemination of knowledge, 3) contribute to the development of special
reports, conduct or arrange for meeting and workshops, 4) provide
information sharing, 5) share in and discuss procedures for documenting
outcomes, 6) implement and maintain information systems for tracking
project performance, 7) mainatain an updated mailing list, 8) provide
special reports, publications and other graphic art support. The
purpose of this requirement is to provide the technical assistance
needs of the grantees and subgrantees. In order to accomplish this
goal, the offeror must understand the needs of the grantees and
subgrantees. Also, the offeror must maintain an updated list of
technical experts to deliver the technical assistance requested. The
overall goal is to document new approaches that are effective in
treating these differenct population groups, thereby having a positive
impact on treatment outcome. Proposals will be due approximately 45
days after issuance of the RFP. The solicitaiton will be ready for
distribution approximately 15 days after publication of this synopsis.
The solicitation may be obtained in either of two ways;
electronically, by downloading a file from the SAMHSA Bulleting Board
system (BBS) at 1-800-424-2294, or by mail. To download from the SAMHSA
BBS, you should set your communications program at 8 data bits, 1 stop
bit, and parity at none (8-1-none). SAMHSA's modems will communicate
at 1200 to 9600 BPS and can negotiate with higher speed modems. If your
modem is slower than 1200 BPS, you will not be able to use this BBS.
Our software can use several common transfer protocols. We recommend
Zmodem if it is available in your communications program; however, any
of those listed in the BBS should prove satisfactory. Large files will
be posted as self-extricating compressed files to save time during the
transfer. Hardware compression features in the modems will be relied
upon to provide compression for smaller files. All requests for the
solicitation must be submitted in writing; no telephone requests will
