FOR CLIENTS AND HEALTH PROFESSIONALS Sol. REF No. HQW074-0099/JA.

DHHS, Indian Health Service, Headquarters West, Diabetes Program,
Albuquerque, New Mexico intends to enter into a sole source contract
using the simplified acquisition procedures (FASA) to revise and expand
the food, nutrition, and meal planning component of the Indian Health
Service (IHS) Basic Services Diabetes Curriculum pursuant to 41 USC 253
(c)(1) as implementad by FAR 6.302-1, only one responsible source and
no other supplies or services will satisfy agency requirements. PROJECT
1 - Expand the food, nutrition, and meal planning component of the IHS
Basic Services Diabetes Curriculum. The IHS Basic Series Diabetes
Curriculum developed in 1989 contains only four lessons specifically
related to diabetes nutrition. 1) Body Weight and Diabetes; 2) Eat Less
Food; 3) Eat Less Sugar; and 4) Eat Less Fat. The curriculum needs
revision to incorporate the 1994 American Diabetes Association
Nutrition Recommendations and expansion for additional food, nutrition
therapy, and meal planning for diabetes topics. PHASE 1 - RESEARCH:
Contractor will review existing IHS diabetes nutrition education client
print materials and research current materials available from other
government agencies (i.e. USDA) and diabetes and nutrition professional
organizations/agencies (i.e. American Diabetes Association, American
Dietetic Association, International Diabetes Center, American
Association of Diabetes Educators). PHASE 2 - DESIGN: Contractor will
work with the IHS Diabetes Education Ad Hoc Committee (Nutrition
Consultant Headquarters West (HQW) Diabetes Program, Nurse Consultant
HQW Diabetes Program, Two Registered Dietitians (RD) IHS/tribal Model
Diabetes Program, Two Registered Nurses (RN) IHS/Tribal Model Diabetes
Program, 1 RD generalist (IHS/Service Unit/Tribal clinic), and 1 RN or
Community Health Representative (CHR) (IHS Service Unit/tribal clinic;
generalist) through conference call meetings to brainstorm diabetes
nutrition education lesson topics; nominal group process to develop top
10 new lessons/modules; develop 10 new lessons following the format of
IHS Basic Series Diabetes Curriculum; and develop field test procedure
and documents. PHASE 3 - FIELD TEST: Contractor will coordinate field
testing of 10 draft lessons with health providers serving American
Indians and Alaskan Natives with diabetes. IHS Diabetes Program HQW
will assist contractor in identifying pool of health providers to
randomly select for field testing of draft lesson plans. IHS/tribal
health staff will provide review comments to contractor. PHASE 4 -
COMPLETION: Contractor with input from Ad Hoc Committee will review
results of field test and incorporate changes suggested in field tests
into final design. Camera-ready copy of all 10 lessons, client
booklets and supporting computer disks shall be delivered to IHS
Diabetes Program, HQW. PROJECT 2: Revision of ``Diabetes Nutrition
Teaching Tools'' Publications. Contractor will analyze IHS/Tribal
diabetes health provider's needs related to diabetes nutrition therapy
orientation materials and revise these two IHS Diabetes Program
resource notebooks: Diabetes Nutrition Teaching Tools: A Resource Guide
for Dietitians and Diabetes Nutrition Teaching Tools: A Resource Guide
for Health Providers into one updated resource guide. PHASE 1 -
RESEARCH: Contractor into one updated resource guides for accuracy,
current use of materials, and inclusion of the 1994 ADA Nutrition
recommendations. Contractor will solicit input from IHS Diabetes
Program Ad Hoc Executive Committee on recommendations for revision of
these two notebooks and design of a needs assessment to determine
current used of and recommended changes of these two resource guides by
IHS/tribal health providers. PHASE 2 - DESIGN: Design a needs
assessment to interview (phone and mail) IHS/tribal health staff
serving American Indians and Alaska Natives with Diabetes to determine:
who uses the resource guide; how are the resource guides used (i.e.
orientation of new staff); recommended changes in format and/or content
of resource books; recommendations for marketing revised resource
books. PHASE 3 RESEARCH: Contractor will coordinate needs assessment of
diabetes nutrition teaching tools evaluation project. IHS Diabetes
Education Ad Hoc Executive Committee will determine test sites to
include five IHS/tribal Diabetes Model Program sites and five
IHS/Tribal General Diabetes clinic sites. Contractor will conduct needs
assessment, summarize and share results with Ad Hoc Committee. Using
results from the field needs assessment and Ad Hoc Executive Committee
recommendations, contractor will design the 1995 draft, ``Diabetes
Nutrition Teaching Tools: A Resource Guide for Health Providers''.
PHASE 4-FIELD TEST: IHS/Tribal health staff in five Diabetes Model
Program sites and five General Diabetes Clinic sites will field test
draft resource guide and provide review comments to contractor.
Contractor will coordinate field test, summarize and share results with
Ad Hoc Committee. PHASE 5-COMPLETION: Contractor will finalize design
of resource guide for health professionals incorporating changes
recommended in field test. Camera-ready copy and supporting computer
disks shall be delivered to IHS Diabetes Program, HQW. PROJECT 3 -
Revise Six IHS Diabetes Program Client Publications: 1) Family Food
Choices (1989); 2) Eat Lesss Food (1980); 3) Eat Less Sugar (1980); 4)
Eat Less Fat (1980); 5) Food Preparation Affects Calories (1980); and
6) Diabetes During Pregnancy: How to Keep the Balance Meal Plan
(1991). PHASE 1 - TECHNICAL REVIEW: Contractor will perform technical
review of six client publications to incorporate 1994 American Diabetes
Association Nutrition Recommendations. PHASE 2 - RESEARCH: Contractor
will solicit input from IHS Diabetes Education Ad Hoc Executive
committee on technical review revisions of the six client publications
via telephone conference call. Contractor develops field test
protocol. PHASE 3 - FIELD TEST: Contractor will coordinate field test
in selected IHS/tribal clinic sites. IHS/tribal health staff will field
test revised client publications with American Indian and Alaska Native
clients and provide health provider and client comments to Contractor.
Contractor will summarize, review comments and present to the IHS Ad
Hoc Committee via written summary report and conference call meeting.
PHASE 4 - COMPLETION: Contractor will finalize design of all client
materials incorporating changes suggested in field test and by IHS Ad
Hoc Committee. Camera-ready copy of all client publications and
supporting computer disks shall be delivered to IHS Diabetes Program,
HQW. PROJECT 4 - Review draft ``Keeping Your Kidneys Health Meal
Plan''. Research: Review draft ``Keeping Your Kidneys Healthy Meal
Plan'' client brochure developed (1993-1994) by IHS Diabetes Program RD
Task Force. Research diabetes and kidney disease peer-reviewed
literature to determine primary nutrition therapy/eating behaviors for
management of pre-end Stage Renal Disease. Phase 2 -DESIGN: Contractor
will develop draft ``Keeping Your Kidneys Health Plan'' incorporating
current research recommendations for clinical management contractor
develops field test protocal with input from Project Officer. PHASE 3
- FIELD TEST: Contractor will coordinate field test in selected
IHS/Tribal diabetes clinics with Diabetes Program RDs and generalist
RDs. IHS/Tribal RDs will field test client publication with American
Indians and Alaska Natives with pre-end Stage Renal Disease and provide
their comments and their clients comments to the Contractor. Contractor
will summarize review comments and present to IHS Diabetes Program Ad
Hoc Diabetes/Nutrition/Kidney Dieease Task Force via written summary
report on conference call meeting. PHASE 4 - COMPLETION: Contractor
will finalize design of client print material incorporating changes
suggested in the field test and by IHS Diabetes Program Ad Hoc
Diabetes/Nutrition/Kidney Disease Task Force. Camera-ready copy of
client publication and supporting computer disks shall be delivered to
IHS Diabetes Program. HQW. Period of performance is September 30, 1995
through July 26, 1996. No solicitation is available, therefore,
requests for such documents will be considered invalid responses.
Concerns having the ability to provide the services stated above must
submit written notification that demonstrates their ability to satisfy
the requirements. This should be address to the attention of Ms.

responses are received within 15 days from date of this synopsis is
published, the Contracting Officer will proceed with this acquisition
