(RCS) service is designed to enhance and extend current business and
courtesy reply cards services. The USPS will scan the
information-bearing side of the cards at the point of origin and
deliver the images electronically to the customers. Additionally, the
USPS can also process the scanned images to extract the information
contents for electronic delivery. The USPS intends to process and
extract information contents automatically using imaging and pattern
recognition technologies. However, there will always be information
that cannot be extracted automatically. This is particularly true of
handwritten information. Since it is expected that some of the RCS
customers (who are the recipients of the cards) will prefer to have 100
percent content delivery so that they will not have to deal with images
and data entry operations, opportunities exist for organizations to
offer RCS customers value-added services by furnishing the contents not
extracted by the RCS service. Requests for additional information must
