Officer, Henry Weeks, 202/273-2701. The Administrative Office of the
U.S. Courts (AOUSC) intends to implement a financial management system
and related systems using commercial off-the-shelf (COTS) software for
the Federal Judiciary and is conducting a market survey to determine
the availability of firms to provide COTS for financial application
related functions. These functions include, but are not limited to,
funds management, procurement, accounts payable, accounts receivable,
receipts, disbursements, reporting, and other similar functions. The
Judiciary has 94 districts located throughout all states and
territories of the United States and are interconnected via the
Judiciary telecommunications network. It should be assumed that any
Judiciary employee using these applications would be equipped with a
personal computer (IBM compatible) and some local area network
connectivity. The object of this survey is to assess the marketplace
for determining the availability of COTS that will currently or with
few modifications meet the above stated requirements. It should be
assumed that the software and databases will reside at each of the 94
district courts and support several court units, either locally or at
other locations throughout the state or district. The software will be
capable of exchanging (up-load/down-load) information with the Central
Accounting System which operates on a IBM compatible mainframe located
in Washington D.C. If multiple architectures are offered, vendors
should provide information on functional (application) differences, for
instance, between vendor's mainframe and client/server-based systems.
Firms with the ability to furnish this type of financial COTS software
are encouraged to submit a detailed description of their capabilities
to support the Judiciarys requirements and available functional and
technical literature. This market survey is for informational and
planning purposes only. All information should be submitted to the
above address not later than September 15, 1995. Firms are advised that
this is not a Request for Proposal (RFP), nor does the Government
