Engineer District, Honolulu, is seeking the services of a contractor
for a one-year Indefinite Quantity Drilling Contract with two (2) one-
year extension options to perform subsurface investigation drilling
and sampling. The work will be located at various civil and military
installation project sites on the island of Oahu excluding Kaena Point
Satellite Tracing Station and Mount Kaala Tracking Station. The work
will involve determining the type, nature and characteristics of the
subsurface materials and the extent and condition of the various
materials as they exist to the depths and at the locations specified.
This is to be accomplished by drive sample boring/standard penetration
testing, ''undisturbed'' thin-walled tube sampling and both NX or HQ
and 4-inch diameter core drilling. The boring depths will range from 5
feet to 100 feet below the ground surface. All borings sites will be
accessible to standard, truck-mounted, exploratory drill rigs.
Contractors will be required to furnish with their proposal a copy of
their taxpayers' identification number (TIN) and a copy of all
vehicle's registration certificates, proof of no fault insurance card
and vehicle safety inspection certificates intended to be used during
this contract. Services will be implemented through individual delivery
orders on an ''as needed'' basis, with a maximum cumulative amount of
$100,000.00 for the base period and $100,000.00 for each one-year
option. The Government obligates itself to a minimum contract amount of
$2000.00 for the base period and $1000.00 for each option period. The
contractor shall be required to conform to a separate Scope of Work for
each delivery order. Firms will be evaluated on the following factors
in descending order of importance: (a) technical knowledge and
experience (b) offer's capabilities, and (c) field methods, techniques
and scheduling. Price will be evaluated but will not be scored or
otherwise combined with other aspects of the technical proposal
evaluation unless the evaluation results in equal scores of the best
qualified. Solicitation documents will be available at a cost of $5.75.

be in writing and include the solicitation number and be accompanied by
