(NOCA). This announcement will serve as notice that the Space and
Missile Systems Center Test and Evaluation Directorate (SMC/TE),
Kirtland AFB, NM anticipates solicitation of the Tri-Services
Experiments Mission 5 (TSX-5). The TSX-5 mission will place two DoD
Tri-Service experiments into space on a free-flying, low-cost, and
light-weight satellite for the purpose of advancing DoD space
technology. The scope of the project includes the use of industry
''best practices'' to design, fabricate, assemble, test, launch, and
support the operation of a single spacecraft. The experiments to be
hosted by this mission will be BMDO's Space Technology Research Vehicle
- 2 (STRV-2) and PL/GL's Compact Environment Anomaly SEnsor (CEASE).
Offerors will be given the opportunity to propose to provide the launch
vehicle of their choice as the means of placing the spacecraft into the
required orbit. A Sources Sought Synopsis was published in the CBD on
31 Mar 95 for solicitation F29601-95-R-0031. The solicitation will be
released on or about 14 Sep 95. This acquisition will be conducted on
a full and open competition basis. Contractual effort is anticipated to
be approximately 36 months under a Firm Fixed Price with On-Orbit
Performance Incentive arrangement. Interested parties must request a
copy of the RFP in writing from SMC/TEKL, Attn: Capt Michael A. Miller,
3550 Aberdeen Ave SE, Kirtland AFB, NM 87117-5776, or by telefax at
AC505-846-8518. Verbal requests for a copy of the solicitation will not
be honored. Firms having already submitted a written request to receive
the RFP, or having submitted Statements of Capability in response to
the Sources Sought Synopsis, are already on the mailing list for the
RFP. Foreign firms are advised they will not be allowed to participate
as the prime contractor. Information regarding the TSX-5 procurement
is available on the STARS electronic bulletin board (EBB) maintained by
the Phillips Laboratory Directorate of Contracting at (505) 846-5854
(no parity, 8 databits, 1 stopbit, recommend emulating VT-100
terminal). The information is also available via the internet on the
Phillips Lab Home page (http://www.plk.af.mil/.). Information currently
available includes the Experiment Requirements Documents (ERDs) for the
STRV-2 and CEASE, the Mission Requirements Document (MRD), the
Statement of Objectives (SOO), a draft version of the RFP, and a sample
performance incentive fee plan. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to address
concerns during the proposal development phase of this acquisition.
Potential offerors should communicate first with the Contracting
Officer to request information, pose questions, and voice concerns
before contacting the Ombudsman. In those instances where offerors
cannot obtain resolution from the Contracting Officer, they are invited
