864-2442. 1 each - Microhardness Tester System; specifications: shall
have a load range from 0.1 gramforce (gf) or less to 50 gf or greater
and include at least 8 different loads. The Contractor shall
demonstrate at NASA Langley Research Center a procedure for
verification of the correspondence of nominal load versus actual load;
load application method shall ensure minimal impact loading on a test
sample; shall have the capabilities of varying loading dwell time from
5 seconds or less to 50 seconds or greater and of varying loading rate
from 30 microns (micro meters) per second or less to 50 microns per
second or greater; the selection of load and load application/release
shall be automatic, so as to reduce vibration input and to maintain
high sensitivity with negligible impact loading; shall have an optical
system capable of both Bright Field and Dark Field imaging so that the
small indentations produced by the lightest load are accurately
readable to 0.01 micron or better; shall include an electronic
measuring microscope with a 10X eyepiece and a turret with 10X and 100X
objective lenses where all lenses are suitable for Bright Field and
Dark Field imaging; shall include a digital display where microhardness
measurements are given with a measuring accuracy of 0.01 micron or
better; shall include a vibration resistant specimen stage with
micrometers for the X and Y traverses; shall be equipped with a
specimen claming device for self-leveling metallographically mounted
specimens, a universal clamping vise with at least a 50 mm opening
capability and a rotary table with graduations at a suitable interval
(such as 5 degrees); shall include both Knoop and Vickers indenters
which shall operate acceptably at all loads; shall include both a Knoop
and a Vickers test block, each one calibrated for use in the
ultra-light load range; shall include an accessory case containing at
least spare lamps, fuses and some basic tools; shall operate on 115
Vac, 60 Hz, single phase; the Contractor shall provide two sets of
operating instructions and maintenance manuals; shall include
installation assembly, initial setup, and calibration of the tester on
both Knoop and Vickers scales in NASA Langley Research Center's
laboratory; shall include certification (to show that the tester meets
or exceeds requirements) of the tester in NASA Langley Research
Center's laboratory and issuance of a test certificate. The following
acceptance test shall be performed: Knoop hardness tests at loads of
0.1 gf, 1 gf, 5 gf, and 25 gf shall be performed on a titanium sample
(to be provided by NASA Langley Research Center). The Knoop hardness
numbers shall show a decreasing trend with increasing load; shall
include training at NASA Langley Research Center in the proper use of
the tester for five people for one day. This notice constitutes a
complete Request for Quotations (RFQ). No additional RFQ is available.
This procurement is being conducted under the Simplified Acquisition
Procedures. The proposed procurement is NOT set-aside soley for small
business concerns. Quotes may be mailed to NASA, Langley Research
Center, Mail Stop 126, Hampton, VA 23681-0001, or faxed to
804-864-7709, solicitation number must be cited in either case. The
quote must: be for the item(s) described above, contain a CERTIFICATION
that the offeror is a large, small, small disadvantaged, or small
woman-owned business, be FOB destination to this Center, include the
proposed delivery schedule and discount/payment terms and warranty
duration (if applicable), and be signed by an authorized company
representative. Quotes are due by 3:00 pm local time on September 14,
1995. All timely quotes received will be considered, and award will be
made to the responsive, responsible offeror(s) with the lowest overall
price and acceptable delivery schedule. Quotes must indicate adequate
information and submittals to determine whether the proposed item(s)
will meet the requirement described above. Evaluation will be per line
item, and award(s) will be for the lowest aggregate cost to the
Government. Award is anticipated within 7 days of the date quotes are
