Marine Corps Systems Command seeks comments on a DRAFT Request for
Proposal (RFP) for the Third Echelon Test Set (TETS), which is to
provide a portable test capability that is reconfigurable for
multi-role operations. The TETS shall have the capability to test,
diagnose, and screen electronic, electro- mechanical and Radio
Frequency (RF) Line Replaceable Units (LRU's) to the Secondary
Reparable (SECREP)/ Circuit Card Assembly (CCA) assembly level for a
wide variety of weapon systems/equipments. TETS shall also be capable
of fault detection go/no go testing of individual CCA's. The TETS shall
be constructed from Commercial-Off-The-Shelf (COTS), modified COTS, or
NDI equipment using modular instrument technology. The system shall
conform to all the requirements for Type II, Class 3, Style C equipment
as defined by MIL-T-28800E. Purpose - A portable test set to be used
near the Forward Edge of the Battlefield Area (FEBA). Configuration -
Type II, Class 3, C/ATLAS 1989, open architecture test system
controlled by an Instrument Controller (IC) with CD ROM capability and
a fully Interactive Electronic Technical Manual (IETM) capability. The
core system will consist of VXI chassis with a suite of general purpose
instruments and switching, IC, Power Distribution Unit and a Clean Air
Station. In addition the Marine Corps requires 192 pins of Digital
Test Capability and an RF stimulus/response capability to 8.5 GHz.
Comments are welcome, but questions regarding the draft RFP will not be
responded to by the Government. The Government does not intend to pay
for information solicited. Telephonic queries will not be accepted.
Responses will be accepted in WordPerfect 5.1 format on a 3.5 inch disk
and hard copy. This is a follow-up request to the two previous Requests
for Information (RFI's) for TETS which provided preliminary
specifications. If you previously responded to one of the two RFI's
(July 1993 and April 1984), no additional requests are necessary. If
you would like to verify that you are on the current distribution list
call (703) 784-5822, extension 221. Any new firms interested in
receiving the DRAFT RFP should respond in writing to: Marine Corps
System Command, Code CTQ2LB, 2033 Barnett Avenue, Suite 315, Quantico,
VA 22134- 5010 by 15 September 1995. In addition, the Marine Corps
Systems Command invites industry to visit Camp Lejeune, NC on 5 October
1995 to witness demonstrations on how the Marine Corps performs
maintenance of weapons systems in a field environment. Weapon system
static displays and operators/maintainers will be available to answer
questions regarding weapon system maintenance. This demonstration will
not be TETS driven nor will TETS be discussed. In order to
participate, you must notify the contract specialist by FAX at (703)
784-5826. The information required is name, company, phone and FAX
numbers. This information must be received no later than 8 September
1995. If you have already notified the Marine Corps that you wish to
attend, no further notification is required. Further information
regarding the demonstration will be provided directly to you no later
