Rehabilitation, Kootenai National Forest, Lincoln County, Montana. This
solicitation consists of 0.610 mile of bridge rehabilitation. Project
includes: asphalt concrete pavement; concrete median rail (450 lnft);
curb & gutters (100 lnft); structural concrete (364 cuyd); prestressed
deck panels (584 ea); construction scheduling; crushed aggregate (100
cuyd); excavation & embankment; guardrail (988 lnft); reinforcing
steel (63,000 lbs); traffic signal systems; painting steel structures;
replacing bridge bearings; temporary traffic control; permanent
pavement markings; and other small items of work. The 2-step sealed
bidding process, as established by FAR Subpart 14.5, will be used to
select a contractor. Contractors will be required to submit a technical
proposal demonstrating their knowledge, abilities and experience in the
following areas of bridge construction: casting, placing, post
tensioning and grouting of precast deck panels; overlaying concrete
bridge deck; painting steel structures; lead paint removal; replacing
bearing assemblies while providing a jacking system to restrain piers
from lateral movement; scheduling of major items of work; controlling
traffic during construction operations. The technical proposals will be
evaluated against established criteria for acceptability and only
contractors with acceptable technical proposals will be allowed to
submit bids under step-2. TECHNICAL PROPOSALS WILL BE DUE 30 DAYS AFTER
ISSUANCE OF SOLICITATION DOCUMENTS; ON OR ABOUT OCTOBER 2, 1995. The
estimated bid opening date under step-2 is January 5, 1996. Fixed
completion date is November 1, 1997. Estimated price range is between
$5,000,000 and $10,000,000. Presolicitation notices are being provided
to firms on this agency's mailing list concurrently with the
publication of this synopsis.----The following applies only to
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
