The Naval Sea Systems Command (NAVSEA) proposes to acquire approximately 14,560 M/H of product assurance engineering, production program monitoring and analysis, and reliability, maintainability and quality assurance engineering studies for the Phalanx CIWS. A solicitation will be issued to Bird Engineering of Vienna, Virginia as they have been the only source of this support and possess a stable engineering staff with this unique engineering experience with the Phalanx CIWS. They have been the only provider of this support for the past ten years, during which these services were competitively procured and awarded to Bird Engineering in two separate 5-year contracts.
