The Air Force Technical Applications Center (AFTAC) has a requirement
for installation and maintenance of approximately twenty (20) seismic
arrays to be located in ten (10) to thirteen (13) different countries
over a five year period. The exact number of installations is
dependent upon the international agreements yet to be negotiated in
support of the Comprehensive Test Ban Treaty. Levels of Contractor
involvement will vary based on the memorandums of understanding signed
with each host country. Contractor efforts will include planning,
installation, integration and testing of commercial off the shelf
equipment, establishing communications, training host country personnel
in the operation and maintenance of the seismic arrays, providing the
maintenance, configuration control and logistics support for the
stations during the initial period of operation, and providing
technical data. Contract award will be made after a full and open
competition. Offerors will be required to submit both technical and
cost proposals. The Standard Industrial Code is 3829 with a small
business size standard of 500 employees. No foreign sources will be
considered. The anticipated date for release of request for proposal
(RFP) is 22 Sep 95. No telephone requests for the RFP are authorized.
Only written or faxed requests received directly from the requestor are
acceptable. All responsible sources may submit a proposal which shall
be considered by the agency. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
