Subcontracts, (413) 494-3881. Lockheed Martin Defense Systems (LMDS),
a subcontractor to United Defense - LP under Prime Contract
DAAE30-95-C0009, is seeking potential sources for the turnkey
development (including planning, equipment design, procurement,
installation and acceptance testing) of several subsystem test
laboratories to be used during the development of the Crusader main
armament 155mm Regenerative Liquid Propellant Gun (RLPG) and is
soliciting capability statements from potential qualified
subcontractors/suppliers interested in participating in such effort. In
subcontracting for this effort, LMDS will provide the subcontractor
with test objectives and top level requirements for each lab. The
subcontractor shall develop detailed requirements for each lab and
perform tradeoff analyses (including options to test at modified or new
labs sited at LMDS, test at available subcontractor or third party
facilities). For those labs to be sited at LMDS, the subcontractor
shall: (1) develop detailed test facility requirements, (2) design (or
subcontract and design) unique test equipment, (3) procure standard
test equipment, (4) install the equipment into test sites prepared by
LMDS to subcontractor requirements, and (5) perform acceptance and
turnover testing of each lab. Test laboratories include: (a) Breech
Development Lab, (b) Seal Test Lab, (c) Fluid Mechanics Lab, (d)
Igniter Lab, (e) Electronics Development Lab, (f) Chemical Analysis
Lab, (g) EMI Test Lab, (h) System/Software Test Lab, and (i) System
Integration Lab. The maximum classification of any lab will be
confidential. Lab usage will include support to subsystem/component
development, Design verification testing, reliability growth testing,
production testing and fielded equipment support. The subcontractor
should (a) have expertise in turnkey development of complex mechanical
and electrical test laboratories used on military programs, (b) have
expertise to understand unique requirements associated with testing
subsystems/cmponents of major caliber gun systems, and (c) be capable
of providing personnel and facilities capable of design, fabrication,
installation and test of complex mechanical and electrical test
equipment. The solicited capability statements (in subcontractor
format) should address unique technical capabilities of their
organization, including background on relevant past experience,
facilities capabilities and personnel expertise associated with the
above described efforts. Subcontractor/Supplier submissions must be
received no later than thirty (30) calendar days after the publication
of this notice and should be submitted via US Mail (or express mail)

submitted via facsimile. Subcontractors whose capability statements are
judged to be relevant to the objectives stated above will be placed on
a bidders list and provided an opportunity to compete for this
opportunity. Neither the cost of preparing capability statements nor
the cost of preparing full proposals will be entertained as allowable
