Contracting Officer, (205) 955-1187. The Defense Sciences Office (DSO)
in the Advanced Research Projects Agency (ARPA) intends to enter into
a competitive contract for support services required to assist
Advanced Research Projects Agency (ARPA)/Defense Sciences Office (DSO)
in its mission relating to materials and applied sciences. Also, the
proposed work is for management support services related to the
existing/planned programs in the following technical areas: (1)
Advanced Materials Processing; (2) Broadband Information Technology;
(3) Advanced Energy and Environmental Technology; (4) Structural
Materials; (5) Optical Materials; (6) Applied and Computational
Mathematics; (7) Defense Healthcare Technology; and (8) Electromagnetic
Materials. Specific work will be provided by technical direction which
will identify the nature and scope of the effort required and expected
timeframe of performance. Although they are not intended to be all
inclusive, general descriptions of expected management and
administrative support tasks includes: (1) Presentation Materials, (2)
Library/Reference Materials, (3) Conference Support, (4) Program
Support, and (5) Transition Plans. A facility housing key and resource
personnel is required that is located within a 10 minute commute to
ARPA (Arlington, Virginia) for this effort. A SECRET facility clearance
will be required. The contractor shall provide a conference facility
(12 - 15 personnel) cleared at SECRET and all key personnel will be
required to have a SECRET clearance. The contractor shall also maintain
a secure storage within their facility for documents classified up to
the SECRET level. An Organizational Conflict of Interest (OCI)
provision will be required for this effort. This acquisition consists
of a basic level of effort of 40,243 hours over a thirty-six (36) month
period of performance and two (2) one-year options (Option I for 12,666
hours and Option II for 12,508). In addition, each year of performance
will have a surge option of 32,612 hours. The total period of
performance for this effort is sixty (60) months and for a total direct
productive person hours (DPPHs) of up to 98,029. There will be no
foreign participation allowed on this acquisition. The solicitation is
planned to be issued approximately 22 September 1995 with a thirty
