In addition, the Government is interested in obtaining the Technical Data Rights for manufacture of the above CCA which is a proprietary item of Simpact Associates. The Government intends to negotiate on a non-competitive basis with Simpact Associates Inc., San Diego, CA. Justification for other than Full and Open Competition Authority 10 USC 2304(c)(1), only one responsible source FAR 6.302-1(b)(2). The US Army Communications Electronic Command (CECOM) has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposals (RFPS) and Invitation for Bids (IFBS) from Government to industry. All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from CECOM EBB System. To become a user of the EBB you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB System. Detailed information regarding system requirements is contained in the US Army CECOM User's Manual. A User's manual, identification code and password will be issued upon request.
