PETROLEUM CONTAMINATION - WESTERN NORTH CAROLINA Sol RP-453B-6-0002.

790-2731. Excavation and disposal of underground petroleum storage
tanks located on scattered rural Government-owned properties (estimated
10 properties) in western North Carolina. Anticipated period of
performance 3/20/96 to 3/19/97 (subject to availability of funds.)
Includes testing to determine extent of soil or groundwater
contamination as applicable, preparation of tank closure reports, site
assessment reports, and plans describing options for remediation of
identified contamination. Remediation to be implemented under separate
contracts. Indefinite Quantity, Requirements, Firm-Fixed-Price
contract. A-E selection criteria will include (in descending order of
importance): 1. Experience with underground fuel tank removal and
remediation of petroleum product contamination of soil and groundwater.
2. Professional qualifications of in-house staff to be assigned to the
contract (especially project manager, engineer, hydroegeologist.) 3.
Past performance on contracts (government or private) in terms of
quality of work, cost control, and compliance with performace
schedules. 4. Proximity of assigned work staff to locations where
contract will be performed (coverage of zone.) 5. Familiarity with
State and Federal regulations and processes governing performance of
the contract, and in obtaining reimbursement under State Trust Fund. 6.
Capacity to accomplish work under the contract within a minimum
timeframe and to handle multiple task orders in a timely manner. All
responsible sources will be considered who submit Standard Form 255
(and SF 254 if not previously submitted) by September 29, 1995. Include
in Block 2B of SF 255: ``RP-453B-6-0002 - Western Zone''. This is not
a request for proposals. Selection will be made by A-E methods using SF
254/255 and interviews, and Request for Proposal will be issued only to
the best-qualified firm. This procurement is unrestricted as to
business size, under the Small Business Competiveness Demonstration
