CML l601-936-7618 Facilities to be designed are located at the
Mississippi Air National Guard Combat Readiness Training Center,
Gulfport, MS. Scope of project is to construct approximately 2378 m
(7,800 LF) of concrete paving 24 feet wide; remove existing concrete
roads and parking lots; demolish civilian warehouse structures and
provide environmental cleanup of these properties; provide complete
surface drainage system and street lighting for length of new road;
place new security fencing on both sides of new road; provide new Main
Gate entrance with 500 sq ft security guard building; provide new
1108th AVCRAD entrance and relocate primary electrical distribution
system; and relocate 255 ACS Tac Pad with its electrical distribution
system. New construction must provide a unified appearance as outlined
in the ANG CRTC Base Master Plan. Criteria and definitive guidance for
design will be provided by a statement of work to be provided athe
Architect-Engineer by the contracting officer. Other design criteria
will be further governed by Air Force Manual 88-15 and other Air Force
Regulation Manuals. Copies of all applicable manuals will be provided
by the contracting officer. The contract to be negotiated will be a
firm-fixed price A-E contract which will require the following
services: (1) Type ``A'' (investigative) services: Accomplish field
surveys and investigations which may include soil investigations,
topographical surveys, analysis of existing facilities and utilities,
perform environmental assessments as may be required to determine basis
of design and perform other investigations necessary to provide for a
complete design. Prepare a conceptual design submittal, including
preliminary site plans, typical cross sections, and a narrative
description of the proposed structural, mechanical and electrical
systems design concepts along with economic or other justifications for
design. Prepare cost estimate of the major elements of the project to
confirm project completion within budget. (2) Type ``B'' services:
Prepare detailed Engineering/Architectural design calculations, site
plans, and utility plans. Prepare outline specifications. Furnish
drawings in 65% detail. Prepare detailed cost estimates. Prepare and
furnish detailed working design drawings and specifications, final
design analysis, and final cost estimate. Obtain any
construction/environmental permits. (3) Conduct Code and Criteria
Reviews. (4) Provide Bid Document Reproduction. (5) Type ``C'' Services
(construction inspection): Review shop drawings, material submittals,
and preparation of As Builts drawings. Attend monthly progress
meetings. Review change order requests and application for payments.
Prepare government estimates for change orders. The minimum disciplines
required to accomplish the proposed work are as follows: Architect
(related experience), civil engineer (related experience), mechanical
engineer (related experience), electrical engineer (related
experience), and structural engineer (related experience). Significant
evaluation factors and relative importance in the selection process
are as follows: (1) professional qualifications of the disciplines as
listed above; (2) specialized experience and technical competence; (3)
capacity to complete work on time; (4) past performance; (5) location
in the general geographical area of the project; and (6) volume of DOD
work in the past 12 months based on fees received, with the objective
of effecting an adequate distribution of DOD A-E contracts among
qualified firms including minority owned firms and firms that have not
had prior DOD contracts. Firms desiring consideration should submit
Standard Forms 254 and 255 to be received no later than thirty calendar
