Contractor shall provide Planning Support Services for Civil and
Military Projects within the scope of operations of the Fort Worth
District. Multi-discipline services are required for preparation of
various real property and natural resources management maps, plans and
studies; utilization of existing digital data bases; preparation of
new data bases for selected items; digitization of data from various
source documents; computer graphics; preparation of program documents;
and preparing infrastructure, real property; and natural resources
analyses and reports. The contract will be an Indefinite Delivery
Contract for a base period plus up to four option periods. The maximum
amount that can be obligated during either the base contract period or
any of the option periods is $2,500,000.00. Work under this contract
may occur anywhere in the continental United States. However, the bulk
of the work is anticipated to be performed in Texas, Louisiana, and
New Mexico. Firms should have the following: (1) At least 6 in-house
Planners from at least 3 of the following disciplines: a. Landscape
Architect/Community Planner; b. Ecologist; c. Economist; d. Civil
Engineer; (2) At least one in-house systems manager/expert from
Computer Aided Drafting and Design (CADD) and Geographic Information
Systems (GIS). (3) In-house experience with civil works and military
planning/programming including familiarity with ER 1105-2-100, AR
210-20, CEMOPS, AR 200-2 and equivalent Air Force Regulations; (4)
Capability/equipment for Intergraph-compatible CADD; (5)
Capability/equipment for at least one rastor and one vector GIS; (6)
Capability/equipment for imaging processing and (7)
Capability/equipment for large size graphic scanning. If a large
business firm is selected, the firm must comply with FAR 52.219-9
regarding the requirement for a subcontracting plan. Fort Worth
District's goals are that a minimum of 60.3% of the contractor's total
intended subcontracted amount be placed with small businesses
(including small disadvantaged and woman-owned businesses); 9.8% of the
total subcontracted amount be placed with small disadvantaged
businesses; 2.9% of the total subcontracted amount be placed with
woman-owned small businesses; and 5.5% of the total subcontracted
amount be placed with historically black colleges or
universities/minority institutions. There will be a $10.00 charge for
the solicitation package. Check should be made payable to Finance and
Accounting Officer USAED FTW. Solicitaiton will be issued on or about
29 September 1995 with proposals due on or about 31 October 1995. All
responsible sources may submit an offer which shall be considered by
the agency. No express mail procedures will be utilized on initial
mailing of solicitation packages. Multiple awards may be made from this
