OFFICER, (805) 277-3900 X 2285. Under the authority of 40 U.S.C.
759(g), as implemented by FIRMR 201-39.6, the AFFTC intends to
negotiate a contract with Tecnology Transfer Group, Inc, 225 North
Bobwhite Way, Orange, CA for Aircraft Flight Test Integration Data
Recording & Analysis Software which meets the described requirement
unless responses to this notice reveal additional sources capable of
satisfying the described requirement. Detachment 5 AFOTEC/C17 AO has a
requirment for software which is compatible with GEMBASE and capable
of using Digital Equipment Corp. (DEC) relational database (Rdb) for
scientific and alpha-numeric data collected during operational testing.
The applications will reside on a DEC VAX 8650 or VAXSTATION 3100. The
software shall facilitate inputting storing, and retrieving critical
test mission data. The program shall be able to sort pertinent
information enabling flight test engineers and operations analysts to
perform high-level and detailed analysis of system performance. The
software shall be capable of performing the following: 1) define and
document all data elements, 2) utilize GEMBASE and VAX VMS security
features, 3) allow cross referencing and information transfer between
multiple Rdb databases, and 4) provide routine printouts and
specialized reports. The software shall format data for easy acceptance
to previously developed analysis and statistical programs. The
contractor shall provide a Software User Manual and notify AFOTEC/C-17
OA of any changes to the computer software or documentation. The
contractor shall, also be available to implement the software into the
production environment, establish interfaces for external
organizations, conduct user training, and provide on-call consultation
should problems occur. Interested sources must submit clear and
convincing technical documentation which demonstrates the capability to
meet the Government's requirement. Requests to be placed on the
solicitation mailing list without providing the above described
