DESIGN SERVICES FOR VARIOUS PROJECTS UNDER JURISDICTION OF THE U.S.

1. CONTRACT INFORMATION: This announcement is open to all firms
regardless of size. Two (2) contracts will be awarded from responses to
this soliciation. The contracts will be Indefinite Delivery Type
Contracts for a period of one year from date of award with an option to
extend for an additional year. Work will be assigned by negotiated
delivery orders. The cumulative value of all delivery orders will not
exceed $750,000 per year and no one delivery order will exceed
$150,000. Each delivery order will be a lump sum, fixed price order.
Two contracts for geological & geotechnical engineering services will
be awarded from this announcement. Large business offerors that require
subcontractors must identify subcontracting opportunities with small
business, women owned small business and small disadvantaged businesses
on the SF 255. If selected the large business offeror will be required
to submit a small/small disadvantaged & women owned subcontracting
plan in accordance with FAR 52-219.9 and DFARS 219.704/705 as a part of
the Request for Proposal Package. The following subcontracting goals
are the minimum acceptable goals to be included in the subcontracting
plan. OF THE SUBCONTRACTED WORK, 60% To SMALL BUSINESS, 10% TO SMALL
DISADVANTAGED BUSINESS (A COMPOSITE Of SMALL BUSINESS), 4% TO WOMEN
OWNED BUSINESS (A COMPOSITE OF SMALL BUSINESS). Large business firms
that intend to do any subcontracting must convey on the SF 255, Block
6. Written justification must be provided if the minimum goals cannot
be provided. For additional information concerning SUBCONTRACTING PLAN
requirements please contact Ms. Brenda Boddiford at 912/652-5077. This
will be an Indefinite Delivery Type Contract. The contract is
anticipated to be awarded in January 1996 and to be completed in
December 1997. 2. PROJECT INFORMATION: The work will consist of
geological and geotechnical engineering and design services required
for various projects located within the geographic boundaries of the
Savannah District and for other projects outside the geographic
boundaries but for which the Savannah District is performing
engineering services. A-E services required may include: (a)
topographic surveys; (b) insitu testing, soils and rock sampling and
laboratory testing; (c) design, installation, monitoring and analysis
and evaluation of instrumentation for earth embankments and concrete
dams; (d) groundwater investigations including design and/or evaluation
of dewatering systems; (e) embankment and levee design; (f) slope
stability studies; (g) seismic studies and seismic evaluation
embankment dams; (h) providing ''expert'' geotechnical/geological
consulting services and testimony for legal cases; (i) dredging
investigations; (j) foundation investigations, interpretation and
analyses, and recommendations for buildings and structures; (k) review
of analyses, designs and plans and specifications by others; (l)
preparing cost estimates using M-CACES Gold software. The work may
include engineering studies and reports, preliminary designs, and final
design to include plans, specifications and cost estimates. 3. PRIMARY
CRITERIA: See Note 24 for general selection process. a. Specialized
experience in the type of work described in Project Information. b.
Past performance on DoD and other contracts with respect to cost
control, quality of work, and compliance with performance schedules. c.
Capacity to perform simulataneous delivery orders and provide qualified
professional personnel in the following disciplines: civil engineer,
geotechnical/soils engineer, geological engineer,
geologist/hydrogeologist, environmental engineer, structural engineer,
cost engineer, topographic surveying, soil & rock drilling crew and
soil and rock testing lab. d. Professional qualifications of key
managment and professional staff members. e. Knowledge of the locality
as it pertains to design for the range of subsurface conditions
encountered in NC, SC & GA. SECONDARY CRITERIA: f. Extent of
participation of SB, SDB, WO, historically black colleges and
university and minority institutions in the proposed contract team,
measured by percentage of the estimated effort. g. Location of the firm
in the general geographic area of the project. h. Volume of DoD
contract awards in the last 12 months as described in Note 24. 4.
SUBMITTAL REQUIREMENTS: See Note 24 for general submission
requirements. Interested firms having the capabilities to perform this
work must submit ONE copy of SF 255 (11/92 edition), and ONE copy of
SF 254 (11/92 edition) for the prime firm and all consultants, to the
above address by 20 September 1995 to be considered for this selection.
Include the firm's ACASS number on the SF 255, Block 3b. For ACASS
information, call 503/326-3459. DEPTH of PRIME and SUBCONTRACTOR
personnel in EACH discipline must be SHOWN in Block 4 of SF 255 and SF
254 to CLEARLY identify the NUMBER of PERSONNEL in each firm and
DISCIPLINE. COVER letters and extraneous materials are NOT desired and
WILL NOT be considered. PHONE calls are DISCOURAGED unless ABSOLUTELY
necessary. PERSONAL visits for the PURPOSE of DISCUSSING this
