Officer, (703) 325-5028. The Defense Nuclear Agency (DNA) has a
requirement for up to 150 ballistically hardened and thermally
protected containers, with options for additional quantities. These
supercontainers will be supplied under the Department of Defense's
Cooperative Threat Reduction (CTR) Program and will assist the Russian
Federation in their weapons dismantlement efforts. Contractor shall be
required to manufacture supercontainers in accordance with design plans
and performance specifications developed by the British Ministry of
Defence (MOD) under the United Kingdom's (U.K.) Supercontainer Program.
Supercontainer design is based on British engineering standard 308, MOD
U.K. Defence standards and MOD U.K. Military Vehicle Experimental
Establishment (MVEE) standards. In addition, all design plans/drawings
are provided in third angle projection and will be made available to
the contractor for review. Contractor shall be required to demonstrate
an ability to produce supercontainers using MOD U.K. supplied
standards and design plans. Contractor shall develop and execute a
quality assurance program that demonstrates that all supercontainers
produced meet the requirements of the design and specifications
supplied by MOD U.K. and demonstrate the capability to produce up to
150 supercontainers within 11 months from contract award. Experience in
the development, fabrication and installation of metallic and
non-metallic (composite) armor is essential for this effort. In
addition, all contractors shall demonstrate experience in the following
areas; welding steel armor, machining and assembly of steel components,
machining and assembly of composite armor, and fabrication and assembly
of thermal protection components necessary to complete supercontainer
production within the stated timeframe. A preproposal conference is
scheduled for 14 Sep 95 at the Center for Verification Research (CVR),
8500 Cinderbed Road, Suite 120, Newington, VA and all offerors are
encouraged to attend. All requests for the Request For Proposal (RFP)
DNA001-95-R-0054 and subsequent preproposal conference must be in
writing. Faxed requests are acceptable and shall be faxed to the
attention of Gerald Huthoefer at (703) 325-9291. If the request is
