is a sources sought synopsis and request for information. The purpose
of this RFI is for the Government to obtain industry comments. The
Government is contemplating awarding a contract for Allied Support.
(Minor construction in support of E&I communications efforts.) The
Allied Support initiative will provide supplemental support to the HQ
38th Engineering and Installation (E&I) units and its customers
(Continental United States) by providing contract services for: a.
Minor Facilities Construction, b. Electrical/HVAC/Communications
Support Work,and c. Minor Exterior Utility Work. Minor facilities
construction will provide services to install/modify/remove existing
rooms, walls, doors, ceilings, carpet, tile, acoustical materials,
security doors, perform building/wall penetrations patch and repair
walls/buildings related to E&I installations.
Electrical/HVAC/Communications Support Work will provide services to
install/modify/remove junction boxes, outlets, interior raceways,
equipment racks, conduits, splicing, terminating, AC/DC power
distribution, quick disconnect switches, ground rods, ground wire,
ground systems, uninterruptible power supplies (UPS), alarm systems,
lighting, physical security systems, pre-wiring for telephone and data
systems, ac filters, lightning protection systems, communications line
filters, heating, air conditioning, humidifiers, and ventilation
systems, and fire protections systems.Minor exterior utility work will
provide services to install/modify/remove existing underground
utilities, weather resistant enclosure, nema boxes, manholes,
handholes, rod ducts and pull ropes, underground ducts, seal ducts, cap
ducts, stub out ducts, concrete pads, plywood backboards, utility poles
and stub poles, cut and patch paved areas, cut and patch roads, bore
under roads and runways, plow and backfill, trench and backfill, minor
painting, mark underground communications structures after
installation and resod or regrass areas. The contractor may be required
to furnish minor material via a cost reimbursable CLIN. Separate CLIN's
will be offered for labor and equipment required by the contractor to
perform various tasks. Site surveys may be required based on the level
of difficulty of the project. We expect that this survey CLIN will
include required labor categories, Site Survey Report, all contractor
required tools and materials required to perform the survey. The
Davis-Bacon Act and Service Contract Act will be applicable. Interested
sources who desire to be added to the mailing list are to submit IN
WRITING: Name of organization, address, point of contact, phone number
and FAX number, size business (i.e., large, small, disadvantaged,
etc), and whether U.S. or Foreign owned. NOTE: FAILURE TO PROVIDE ALL
INFORMATION WILL RESULT IN YOUR NOT BEING ADDED TO THE MAILING LIST.
PHONE REQUESTS WILL NOT BE HONORED. The contract is anticipated to be
ID/IQ, for two years (Base year + one 12 month option). A draft
solicitation is estimated to be released in the Oct 95 timeframe. This
solicitation will be the last opportunity for industry comments. The
Government will be working on a tight schedule and once the final
solicitation is issued it will be out for 30 calendar days only. The
Government has no intention of granting any extensions. The Government
will have the right to award without discussions. The final
solicitation is estimated to be released end of Dec 95. Award is
estimated to be during Mar 96. Any comments, suggestions, or prior
experiences with dealings of contracts of this nature are invited and

comments are to be received not later than 15 Sep 95. All comments
received before 15 Sep 95 will be considered in formulation of the
draft solicitation. It is the Government's utmost intention to issue a
quality contract and obtain quality services and workmanship. Your
cooperation will be greatly appreciated. Nothing in this sources sought
and request for information will be binding on either the Government or
any contractor. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

problems that have previously been brought to the attention of the
program manager and/or the contracting officer and could not be
