(Site Code DAKF57) The contractor shall furnish food facilities,
furniture, equipment and supplies, management, supervision, and labor
to provide meal services for Armed Forces applicants of the Sacramento
Military Entrance Processing Station, (MEPS), Sacramento, California.
General operating requirements shall normally be from Monday through
Friday. Additionally, these requirements may be needed for up to a
maximum of thirteen (13) Saturday operations annually at the MEPS. An
average of 25 - 40 meals will be consumed daily, with a minimum of 10
meals and a maximum of 150. Contractor shall serve meals between the
hours of 11:00 AM and 2:00 PM. Contract period consists of a Base
period and four (4) option periods. All requests for the solicitation
must be either in writing or FAX request (206)967-2772; telephonic
requests are not accepted. The proposed procurement listed here is
being considered for 100 percent set-aside for small disadvantaged
business (SDB) concerns or 100 percent set-aside for small business
(SB) concerns. Interested SDB and SB concerns should, as early as
possible but not later than 15 days of this notice, indicate interest
in the acquisition by providing to the contracting office above,
evidence of capability to perform, and if a SDB provide a positive
statement of eligibility as a small socially and economically
disadvantaged business concern. If adequate interest is not received
from SDB and SB concerns, the solicitation will be issued as
unrestricted without further notice. Therefore, replies to this notice
are requested from all business concerns as well as from SDB and SB
concerns. Small disadvantaged business concern means a small business
concern that is at least 51 percent unconditionally owned by one or
more individuals who are both socially and economically disadvantaged,
or a publicly owned business that has at least 51 percent of its stock
unconditionally owned by one or more socially and economically
disadvantaged individuals and that has its management and daily
business controlled by one or more such individuals. This term also
means a small business concern that is at least 51 percent
unconditionally owned by an economically disadvantaged Indian tribe or
Native Hawaiian Organization, or publicly owned business that has at
least 51 percent of its stock unconditionally owned by one of these
entities, that has its management and daily business controlled by
members of an economically disadvantaged Indian tribe or Native
Hawaiian Organization, and that meets the requirements of 13 CFR 124.
Socially disadvantaged means individuals who have been subjected to
racial or ethnic prejudice or cultural bias because of their identity
as member of a group without regard to their qualities as individuals.
Economically disadvantaged means socially disadvantaged individuals
whose ability to compete in the free enterprise system is impaired due
to diminished opportunities to obtain capital and credit as compared
to others in the same line of business who are not socially
disadvantaged. Concern means any business entity organized for profit
with a place of business located in the United States, including, but
not limited to an individual, partnership, corporation, joint venture,
association, or cooperative. This is a requirements type contract and
delivery orders will be issued against it. The size standard for any
concern including its affiliates with an average annual sales or
receipts for its preceding three fiscal years not in excess of $5
