Contracting Officer, Marsha F. Rudolph The purpose of this announcement
is to solicit names of firms or joint ventures interested in submitting
an offer on the following project. The U.S. Army Corps of Engineers, on
behalf of the Government of Egypt, shall award an Indefinite Delivery/
Indefinite Quantity, Firm Fixed Price Contract for operations,
maintenance and repair on various base facilities. The estimated
magnitude of the project is between $1,000,000 and $5,000,000. PROJECT
SCOPE. The contractor shall mobilize the necessary personnel,
equipment, and suppliers to provide for the following support on an
Egyptian Air Force Base: Maintenance and repair of electrical and
mechanical equipment and systems in various F-16 airbase maintenance
facilities on an as-needed basis. The contractor shall provide on the
job training (OJT) to the Egyptian Air Force O&M personnel during
repair activities. Operation of a water treatment plant, waste water
treatment plant, and power plant. Limited minor construction is
possible but will not exceed $100,000.00. Procurement of O&M
consummables not to exceed $200,000.00. It is anticipated that the
contract duration will be one year with 3-month option periods for a
possible total duration not to exceed 3 years. The maximum quantity of
services the Government may order is subject to a $3 million contract
limitation for year one. Each additional three month option will be
subject to a $250,000.00 limitation. The Government obligates itself to
obtain not less than two percent of the stated maximum in the base
year, and one percent for each three month option period (if
exercised). CONTRACT PROCEDURES: Both a technical proposal and price
proposal will be required. Evaluation factors are (a) Past performance,
(b) Specialized experience and technical competence relative to the
type of contract and services required by this announcement, (c)
Capability and experience with similar sized projects to perform the
work in the required time with the firm's workload, and (d) Price. When
evaluating factor (b), specialized experience and technical competence,
the following subfactors will be considered (1) Experience with
contracts in Egypt, (2) Experience in operation and maintenance of
airbase facilities and systems, and (3) Experience with ID/IQ
contracts. Contractors will be limited to: (1) U.S. firms; (2) joint
ventures between U.S. firms; or (3) joint ventures between U.S. firms
and Egyptian firms. To be considered as a U.S. firm, the firm must: Be
incorporated and have its corporate headquarters in the U.S.; have
paid corporate franchise and employment taxes in the U.S. for a minimum
of two years and shall have filed state and federal income tax
declaration for a minimum of two corporate years; have paid any
applicable taxes determined to be due as a result of such filings; and
employ U.S. citizens in key management positions. To be considered an
Egyptian firm, the firm must have a minimum of fifty-one percent
Egyptian ownership, and must be an independently-owned firm. Firms
which are partially or wholly owned, or otherwise affiliated with the
Government of Egypt or its agencies are ineligible. Performance
guarantees will be required. Contract award will be made on a firm
fixed-price basis. A draft solicitation will be issued on 1 September
1995 to interested parties in order to obtain comments/questions. A
pre-solicitation meeting with interested firms will be held on 21
September 1995 to discuss comments and project scope. Tentative date
for issuance of Request for Proposal DACA78-95-R-0037 is 17 October
1995. Tentative date for receipt of proposals is 19 December 1995.
