R -- CONVERT PDQ CANCER INFORMATION STATEMENTS INTO HYPERMEDIA FORMAT SOL RFQ-NCI-50113(NQ) DUE 090195 POC Cynthia Brown, Purchasing Agent or Patricia Haun, Contracting Officer, 301-402-4509. Under the Authority of 41 U.S.C 253 (c)(1), FAR 6.302-1. The National Institute of Health (NCI) intends to procure the services of Joel Goldwein, M.D. of the Dept. of Radiation oncology at the University of Pennsylvania to provide/accomplish the following task. **Task I--Formulate, test, and refine rules to govern the conversion of PDQ statements into hyper media format, including the addition of graphics. The hypertext link must be intuitive and medically accurate. Patient and health professional versions of three PDQ statements are involved as are subject areas such as childhood brain tumor, ovarian epithelial cancer, and adult hodgkin's disease. Task II-- Those PDQ statements that are updated each month (approx. 20% of all PDQ statements change each month) will be converted on an ongoing basis. The conversion rules developed specifically for PDQ will bestrictly applied to the conversion processes, ensuring that the resulting statements are up-to-date and medically accurate. This process will continue until all the PDQ statements have been converted (337 statements in english and 198 statements in Spanish). Task III-- Contractor will design a detailed update procedure so that PDQ statements are updated smoothly and efficiently each month. All hyper media format PDQ statements will undergo regular verfication to ensure the integrity and medical accuracy of embedded links and will be updated whenever corresponding flat-file PDQ statements will be posted on-line to indicate the relative number of requests for particular statements. Dr. Goldwein is an internationally known and respected source of current cancer information. Dr. Goldwein oversees the conversion of flat-text documents into hyper media, using HTML, the incorporation of multimedia objects into ONCOLINK documents, and the mounting of the PDQ cancer information statements into ONCOLINK. As a member of the PDQ Pediatric Editorial Board, Dr. Goldwein has personal experience with the review process used to maintain the currency and medical accuracy of the PDQ cancer information statements. Dr. Goldwein's experience, as a PDQ Editorial Board member and through his work in overseeing the mounting of PDQ cancer information statements on ONCOLINK, gives him an in-depth understanding of the organization scheme for the various types of cancer information statements included in PDQ. This notice of intent is not a request for competitive proposals, however, if an interested party believes they can meet the above specifications they may submit a statement of capabilities. Information furnished shall include enough material, in sufficient detail, to perform a proper evaluation of their ability to perform.
